The primary purpose of this position to serve as division chief, providing planning, directing, organizing, and exercising control over supervisory and nonsupervisory employees assigned to AFPC/DSY. To exercise second level supervisory and managerial authorities over the Research, Analysis & Data Division within the Air Force Personnel Center.

Duties
Plans, organizes, and oversees the activities of the Research, Analysis & Data Division.
Exercises supervisory personnel management responsibilities.
Represents (the organization) with a variety of installation and functional area organizations.
Represents the Research, Analysis & Data Division with a variety of installation and functional area organizations.
Directs and conducts a broad range of operations research analyses of comprehensive and difficult-to-define officer, enlisted, and civilian personnel programs, including unique problems requiring creativity, innovative use of techniques, application of advanced approaches, and/or new technologies.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience include the ability to establish review systems for the organization that make certain government needs are met and validated, and that economy and quality of operations are maintained or improved. Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Organizes and implements policies, procedures, structures, roles, and responsibilities that outline and enforce rules of engagement, and the accountabilities for the effective management of data assets. Determines and enforces specific security and privacy requirements for data, especially as it relates to privacy laws, industry regulations, and compliance mandates. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to human capital management, force analysis, surveys, statistical analysis, and data.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources and to execute analyses and/or studies within established financial and/or time constraints.
Ability to communicate effectively, both orally and in writing complex issues, clearly, concisely, and with technical accuracy, and skill at negotiating and ability to defend findings and program support concepts.
Advanced knowledge in and/or ability to direct data management activities and data analytics operations; ability to develop, build, refine, and apply optimization and simulation models to solve real-world scenarios and to define and clarify alternative solutions for management.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
