This position is located in the Audiology & Speech Pathology Service at VA Greater Los Angeles Healthcare System in Los Angeles, CA. The Supervisory Speech Pathologist serves as Deputy Service Chief; assists with management and administrative aspects of the service. The incumbent has responsibility for Speech Pathology clinical practice, assists with service-level program management, education, and human resource management.
Duties
The Deputy Service Chief:
Encourages professional development, creates an environment of learning, and serves as a mentor to staff speech pathologists.
Supervises Speech Language Pathologists and Technicians, and is responsible for administrative management and direction of the program services assigned to them.
Ensures compliance with accrediting agency and regulatory requirements, monitors staff performance, and develops and implements programs based on Veterans' needs and current research findings.
Advises service chief and executive leadership on implications, key issues, and relationships to interest groups (both internal and external) and recommend courses of action; coordinates and negotiates resolutions to complex problems.
Duties may include but are not limited to:
Resolves staff conflicts that might interfere with the service delivery.
Identifies continuing education and training needs and other clinical and administrative responsibilities to ensure that the mission of the service and the medical center has been satisfied.
Interviews candidates for positions, and recommend appointments, advancements, or disciplinary actions when appropriate.
May develop position descriptions and functional statements, make selections, assign personnel, and serve as a mentor to help employees develop their full potential.
Maintains interdepartmental relationships with other services to accomplish medical center goals as well as foster and maintain community contacts.
May develop and initiate new assessment and treatment programs and may develop policies and procedures.
Independently provides speech-language pathology services at all levels of complexity and consults with peers and supervisors as appropriate.
Communicates established performance benchmarks to a service or equivalent organizational department.
Implements continual performance improvement activities to meet performance benchmarks.
Organizes work, sets priorities, delegates tasks and responsibilities, and meets multiple deadlines.
Accommodates new and changing work conditions, staffing, and contingencies.
Exercises supervision, administrative management, and direction of both professional areas in a unified Audiology and Speech Pathology service.
Supervises key clinical or training programs within the service, and overall technical and administrative oversight of speech-language pathologists.
Leads audiologists, speech-language pathologists and/or professionals within associated disciplines.
Supervises, motivates, and effectively manages a diverse clinical staff.
Assesses qualifications and abilities of current and prospective employees.
Develops contingencies to ensure continual service operations:

Qualifications
Basic Requirements
Citizenship: Must be a citizen of the United States (U.S.).
Education and Experience: (1) A master's degree, or its equivalent, in speech-language pathology, communication disorders or a directly related field from an accredited college or university and one year of creditable experience. OR (2) A doctoral degree in speech-language pathology, communication disorders and sciences or a related field, from an accredited college or university.
Licensure: Individuals must hold a full, current and unrestricted license in a U.S. state, territory, commonwealth or the District of Columbia.
English Language Proficiency: SLP candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).
Grandfathering Provision. All persons employed in VHA in this occupational series or in another occupational series that are also performing the duties as described in the qualification standard on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held, including positive education and licensure.
Grade Determinations:
GS-14 Experience: At least 2 years professional experience as an Speech Pathologist with 52 weeks of equivalent experience in the normal line of progression comparable to the GS-13 level.
Demonstrated Knowledge, Skills and Abilities (KSAs). In addition to the experience requirements, the candidate must demonstrate all of the following KSAs:
(a) Skill to translate management goals and objectives into efficient service operations.
(b) Skill in providing clinical and administrative oversight of service operations within complex facilities and/or multiple sites.
(c) Skill in conflict resolution to facilitate positive working relationships between employees, team leaders and management.
(d) Ability to effectively collaborate with local, VISN and national leadership.

The full performance level of this vacancy is GS-14. The actual grade at which an applicant may be selected for this vacancy is GS-14.
Physical Requirements: The incumbent must have the ability to sit, stand, and walk for prolonged periods. Ability to assist or lift a patient may also be required occasionally.
