The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the 502d Air Base Wing (ABW) Substance Abuse Program.
Duties
Plans, organizes, and directs the activities of the Installation's Substance Abuse and Prevention Program, ensuring that the program complies with legal and regulatory requirements and meets customer needs
Exercises supervisory personnel management responsibilities
Represents the Substance Abuse Program with a variety of installation and functional area organizations
Exercises operational control of Substance Abuse Program personnel, facilities and funds
Manage and monitor the Installation's Biochemical Testing Program

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft

- This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware
- A degree or equivalent experience in the behavioral sciences or social work is required
- The ADCOs will attend the ASAP Program Manager course within the first year of assuming the ADCO duties, and must complete the refresher course every 3 years thereafter
- Additionally, the ADCOs are encouraged to gain CEAP, certified PC status, gain and maintain DTC certification
- This is a drug testing designated position. The incumbent is subject to random testing for drug use
- This is a supervisory position; a one-year supervisory probationary period is required
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, 0101 Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: Behavioral or social science or related disciplines appropriate to the position.
OR
Four years of appropriate experience that demonstrate that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Combination of education and experience that has provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations). Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge is used to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of DoD, Joint Service and agency management engineering principles, concepts, and methodologies including that of the manpower determinant development and requirements process, and financial management directives, concepts, procedures, guidance and policy. Extensive knowledge and skill in strategic planning, program and planning, and program guidance directives. Highly skilled in the application of AF and Congressional executive directives and laws in developing plans, programs, and agreements. Skilled in analysis techniques in conducting research and gathering data to be able to assess the effectiveness of ongoing or future programs; draw conclusions, devise-solutions to problems, and identify changes and trends. Ability to develop strategic plans and programs execution milestones and timelines
Skill in applying analytical and evaluate techniques to the identifications, consideration, and resolution of issues of problems, concerning efficiency and effectiveness of program operations
Highly skilled in planning organizing, and leading study/implementation groups composed of members who have diverse organizational goals and functional responsibility. Ability to direct the operation of a large sized organization, mentor, motivate and apprise a small staff of subordinate workers
Skill in communication with others in a courteous, tactful and diplomatic manner to gain their cooperation in achieving goals
Knowledge of safety and security regulations, practices and procedures
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
