This position is part of the U.S. International Development Finance Corporation, Office of External Affairs. As a Congressional Advisor / Senior Congressional Advisor, you will perform staff work, analysis, and help develop strategy to advance legislative initiatives, congressional notifications, and other congressional communications in support of hearings, congressional visits, and briefings.
Duties
As a Senior Congressional Advisor/Congressional Advisor, you will:
Draft letters, talking points, fact sheets, testimony, speeches, and memos for DFC management in both internal and external communication with government officials, members of Congress, and others.
Be responsible for tasks required to draft, edit, refine the Corporation's congressional notifications for transactions required to be notified to Congress by law.
Coordinate a number of Congressional Notification packages containing specialized subject matter pertaining to international affairs and financial products, such as financing, political risk insurance and equity investments from inception to completion in accordance with federal regulations and DFC policies.
Establish and maintain liaison and facilitate cross communication among transaction teams, budget, the general counsel's office, and other contributors.
Coordinate, prepare DFC staff, and lead briefings on behalf of the Congressional Affairs team with relevant Committee offices to ensure consistent and persuasive messaging.
Assist with scheduling meetings for senior staff and principals of DFC with members of Congress and their staff, United States Government agencies, and other relevant businesses and organizations.
Actively work with other staff on the Congressional Affairs team and other appropriate officers of the Corporation to keep them informed about relevant legislation and current events.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-13 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service that includes:
1) Experience contributing to the development strategies to be used internally and externally in support of policies;
2) Experience coordinating Congressional Notification packages from inception to completion in accordance with federal regulations; and
3) Experience scheduling meetings for senior staff and principals with members of Congress and their staff, United States Government agencies, and other relevant businesses and organizations.
You may qualify at the GS-14 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service that includes:
1) Experience developing strategies to be used internally and externally in support of policies and transactions;
2) Experience in maintaining liaison with Members of Congress and staff to build and sustain positive relations on behalf of an organization; and
3) Experience coordinating a number of Congressional Notification packages containing specialized subject matter pertaining to international affairs and financial products, such as financing, political risk insurance and equity investments from inception to completion in accordance with federal regulations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
