Duties

The mission of the Office of Chief Counsel is to serve America's taxpayers fairly and with integrity by providing correct and impartial interpretation of the internal revenue laws and the highest quality legal advice and representation for the Internal Revenue Service. The Associate Chief Counsel, Finance and Management (F&M) organization supports the administrative, financial, and managerial programs of the Office of Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. F&M is also responsible for providing support services to all of Chief Counsel's field offices located in over 50 cities nationwide. As an Office Manager, you will be responsible for developing, implementing, and maintaining a multitude of administrative and management programs supporting the posts of duty (PODs). These duties include providing overall administrative management to professional and administrative staff, ensuring full support for administrative and litigation programs, managing databases, and supporting automation initiatives. The Office Manager is also responsible for managing and overseeing subordinate staffs which maybe located in multiple PODs. As a Office Manager, you will: Assist in directing and conducting studies and analyzes and develops methods to improve the overall accuracy, adequacy, and timeliness of substantive technical and administrative programs within the assigned post of duty location. Apply qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of substantive management processes and systems. Review and analyze the effectiveness of operating procedures, workflow, inter-functional coordination, and organization of assigned POD operations through personal observation, conferences, and status reports and data. Prepare resulting documents from these reviews, and report on progress toward achievement of program initiatives and subsequent recommendations. Assist in directing all of the administrative/resources management activities necessary for the successful operation of the assigned POD, which may include support of Area Counsel(s), including Budget and Financial Management, Personnel Management and Administration, Facilities Management, etc. Provide advice and assistance to management in the above areas, as well as provide information, answer questions, and resolve complaints for his/her assigned POD and Area Counsel(s). Assess the impact of new or modified requirements affecting the offices, develop and implement plans to meet substantial changes in workload requirements, and propose and justify revisions to staffing levels, work priorities, and work processes to implement new or modified requirements; revise work schedules and adjust workloads appropriately to improve workflow and services rendered; plan, direct, assign, and review the work of the assigned staff for technical accuracy. This is not an all-inclusive list. If selected at a lower grade level, you will have the opportunity to learn to perform the duties of the position, and will receive training to help you grow in the position. The selectee will be supporting the Sacramento, California and Portland, Oregon Chief Counsel offices.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education Substitution: You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree OR three full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. OR Combination of Education and Experience: You may qualify by a combination of experience and education: Options for qualifying based on a combination are identified in the online questions. NOTE: If qualifying based on education, your transcripts will be required as part of your application package. For GS-12: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Performing administrative and office management activities for an organization such as developing action plans or estimating resource requirements; AND monitoring activities and accomplishment of program goals; AND procuring and managing office resources such as contractor support services or office supplies; AND evaluating and improving office operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
