This position is located within the Environmental Management Service for the Oklahoma City VA Health Care System (OCVAHCS) and primary purpose of the position is to assist the Hospital Housekeeping Officer in the planning, organizing, staffing, controlling, evaluation and directing the functions of an Environmental Management Service (EMS) operation for over 628,000 square foot floor space and 18 Community Based Clinics spanning multiple counties
Duties
Duties include, but are not limited to:
Plans for and directs the provision of Environmental Management services for the hospital facility.
Determines long-range, intermediate, and short-range program goals and policies; implements organizational structures, operating plans and procedures to achieve program goals; while monitoring the effectiveness and efficiency of operations within the established framework.
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Develops performance standards and evaluates work performance of subordinates.
Makes complex decisions based on a full assessment of the varying aseptic requirements of different hospital departments (i.e., special cleaning supplies, equipment and procedures, etc.).
Plans and directs basic hospital housekeeping programs that are designed to maintain visual and bacteriological cleanliness.
Provides advisory services to all levels of management and to all hospital departments regarding the requirements and resolution of substantive housekeeping problems and services provided.
Consults with and provides assistance to other officials in resolving problems relating to environmental health conditions, infection control and the use of cleaning agents and equipment.
Monitors and analyzes both production efficiency and organizational structure to implement and/or recommend process and organizational changes.
Develops and maintains effective inter-service and interpersonal relationships with other key staff officials and coordinates the program with other internal activities.
Conducts cost comparison, quality control, manpower utilization as well as establishing frequency of cleaning standards, conducting product/equipment evaluations and various program reviews and developing contract cleaning specifications, ensuring that the program functions efficiently and economically.
Provides the technical and management guidance necessary to achieve the optimum use of the housekeeping services resources.
Coordinates program efforts with other internal activities, and program management officials at the headquarters level. Communicates agency and hospital policies and priorities throughout the Environmental Management Service and prepares and manages the annual budget.
Plan and provide for additional housekeeping services over and above the basic core of programs, such as window, elevator service, and trash.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements (IOR): The Hospital Housekeeping Management Series 0673 has a minimum qualification entry requirement.
Education:
Undergraduate Education: Major study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position.
Graduate Education: Major study -- public health or business administration with emphasis in hospital administration.

General Experience: Examples of qualifying general experience include:
Work that provided a practical knowledge of supervision and management.
General administrative work in institutional or building maintenance with responsibility for employing and directing a housekeeping, laundry, or maintenance force; and responsibility for planning work schedules on both a short- and long-term basis.
Performance of administrative duties that included estimating budget requirements, planning expenditures of funds, estimating materials and equipment needs, supervising employees, and recommending personnel actions.
Teacher in a formal course of instruction related to supervision or management.
Work that provided a practical knowledge of methods by which bacteria and viruses are spread and of preventive and control measures.
Specialized Experience: Experience in two or more of the following areas, or other work related to the position to be filled:
Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment.
Experience in laundry and linen management.
Experience in interior design management.
Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition.
Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Knowledge of theory and principles of management and organizational administrative procedures. Knowledge and skill in applying analytical methods and evaluation techniques to the solution of problems and projects, and completion of studies, planning, scheduling, and coordinating projects related to environmental services logistical support. Comprehensive and thorough knowledge of the full range of principles, concepts, and methodology related to one or more quality assurance functional programs. Considerable skill in applying knowledge to the planning and accomplishment of a variety of difficult and complex work assignments in environmental management. Knowledge and skill in developing new organizational structures, work processes, guidelines, and other procedures. Knowledge of environmental system, sanitation techniques, procurement regulations and procedures. Knowledge of logistics operations and processes, skilled in determining problem areas by using work assessment techniques and preparing and presenting briefings on findings and recommendations. Skilled in interacting and communicating with professional staff vendors, and administrative/management staff.
