Duties
Learn and master the consistent application of laws, regulations and policies to make proper determinations.
Evaluate and analyze numerous types of documents and determine the validity of such evidence in the adjudication of a claim. He/she will evaluate evidence and determine facts to support adjudicative actions.
Accurately and efficiently reviews and controls incoming claims and evidence and makes determinations relating to the application of appropriate regulations to situations.
Identify claims which can be immediately adjudicated and those which need further development, initiating the development, to adjudicate a complete application package in a timely manner.
Conduct interviews in person, via phone or electronically with Veterans, claimants or stakeholders.
Must exercise good judgement and professional demeanor always and in stressful situations.
Responsible for individual management of assigned work.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 10/16/2024.
GRADE REQUIREMENT: To receive CTAP selection priority, your grade level upon Reduction in Force must be at least GS-09.
MINIMUM QUALIFICATIONS: You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as
Interpreting regulations and applying laws required to evaluate and recommend determinations of eligibility.
Evaluate and develop evidence to make eligibility determinations regarding educational benefits, in order to complete claims under delegated authority.
Communicate effectively in person, via phone, or electronically to explain education program benefit entitlements and requirements all stakeholders.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: A master's or equivalent graduate degree (including LL.B. or J.D. if related) or I have completed two full years of progressively higher-level graduate education leading to such a degree and which demonstrates the competencies necessary to do the work.
Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is mostly sedentary with occasional walking and bending. Work requires lengthy periods viewing video display terminals and extensive use of computer keyboarding.

Education must be accredited by an
accrediting institution recognized by the U.S. Department of Education to be credited towards qualifications. Provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
