Duties

As a Management Analyst you will: Perform a variety of analytical assignments utilizing qualitative and quantitative analysis. Review and evaluate administrative operations and management practices for the purpose of improving organizational efficiency and effectiveness. Serve as an advisor and liaison between management and HRO coordinating all aspects of domestic personnel actions for assigned area(s). Monitor, coordinate, and track all on-going and projected actions and continuously update the staff. Determine improvements or changes in procedures and recommend plans to improve efficiency of processing actions and solutions to eliminate recurrence of unfavorable conditions. Serve as a source of expertise on using the various human resources management automation programs. Analyze and evaluate the management practices and methods, and administrative operations of substantive organizations and complex functions. Identify and analyze issues, problems, and challenges facing the organization; formulate and evaluate possible courses of action for resolving them; draw conclusions based on relevant facts; and recommend solutions to management. Participate in surveys, studies, and other investigations of management practices and administrative operations. Advise managers and program officials on management policies and procedures.

Minimum Qualifications: To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience: Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include preparing, reviewing, and monitoring personnel requests using a variety of automated programs; recommending improvements to improve efficiency of operations and preparing reports to track hiring actions and provide status updates. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
