Duties
Performs as a Course Manager for a variety of Contracting related training courses.
Manages Instructors in a variety of DLA courses in the Contracting area; providing acquisition and contracting technical expertise and consultation for assigned business area, subordinate employees.
Schedules sessions of these courses in sufficient quantities and in appropriate locations to meet Agency and PLFA needs.
Ensures that all contracting course materials are technically complete and accurate and periodically reviews courses with HQ DLA sponsors and course advisory groups.
Conducts research and evaluation of the effectiveness of contracting training developed and/or delivered to measure course suitability, areas for improvement, customer satisfaction, and determine the agency's return on investment.
Creates contracting courses and assessments to meet Agency requirements.
Manages HQ contracting initiatives, projects, and programs to meet agency needs.

Qualifications
To qualify for a Supervisory Contract Specialist (Instructor), your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized
to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who
occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to
award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are
excluded from the requirements of "A)" above. A 4-year course of study leading to a bachelor's degree, that
included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting,
business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods,
or organization and management.
AND
B. Specialized Experience: One year of specialized experience that equipped you with the particular
competencies to successfully perform the duties of the position and is directly in or related to this position. In
addition to meeting the Basic Contracting Requirement above, to qualify for the GS-13 grade level, specialized
contracting experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service,
military, or private sector. Completion of all mandatory training prescribed by the head of the agency for
progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or
related positions. At least 1 year of that experience must have been contracting specialized experience at or equivalent to work
at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform
successfully the work of the position. Creditable specialized experience includes:
Extensive Knowledge of DoD regulations, policies, and directives relating to Contracting.
Ability to interpret these documents to develop, present, and evaluate training in pre-award and post-award contracting, price/cost analysis, and contract review.
Ability to access, interrogate, and use a variety of Contracting automated information systems (e.g. SAP, etc.) to train others how to access, interrogate and use them.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
