This position is for a lead Evaluation Scientific Program Manager in order to support core functions of the Foundations for the Veterans Health Administration (VHA) fulfillment of the Foundations for Evidence based Policymaking Act (Evidence Act) managed under the Quality Enhancement Research Initiative (QUERI), Health System Research (HSR&D), Office of Research and Development (ORD). Duties

You will be required to report to a VA location*** Major Duties: Serves as national coordinator of VHA/VA s Evidence Act Fulfillment as Deputy Director, QUERI, including management, in conjunction with PEPReC, of a national process for identifying, prioritizing, and obtaining concurrence on learning agenda and evaluation plan goals, and matching these goals with initiatives and strategic plan objectives through management of ongoing capacity assessments. Manage overall support within VHA/VA to fulfill Evidence Act requirements (capacity assessments, learning agendas, evaluation plans) and related requirements such as the VHA evidence checklist for legislative/budget proposals and other work through PEPReC. Management of work led by PEPReC including the creation and delivery of time-sensitive support to VA operational leaders on deliverables to fulfill core requirements of the Evidence Act. This support involves VA-wide collaboration to fulfill core deliverables including: Capacity assessment: VHA-wide exercise to determine how much capacity program and research offices have to conduct evaluation activities, current evaluation practices, and what gaps are inhibiting them from expanding their evaluation capabilities. Learning agenda highlights important business questions aligned with VHA goals over the next four years that are identified in collaboration with VHA leadership and several program offices (Finance, Chief Strategy Office, etc.) and require iteration and continual coordination between stakeholders. Yearly evaluation plans: Detailed view of a proposed evaluation activity intended to answer a learning agenda business question. These evaluations are chosen in collaboration with VHA leadership. Multiple evaluation plans are developed each year based on the quadrennial learning agendas and each outline the quarterly milestones of a specific evaluation, the data sources needed, and any anticipated resource gaps or challenges. Lead QUERI s effort to support VHA s fulfillment of its long-range goal of implementing a learning and teaching organization through knowledge translation and management, in conjunction with CEIR and other QUERI centers. Lead overall scientific program management including application, scientific review, and funding processes of required yearly Evidence Act evaluation plans under QUERI. Development and implementation of a communication and implementation strategy to ensure translation of knowledge gained from evidence and evaluation in response to the Evidence Act to informing of legislative and budget proposals. Undertake special assignments and other duties as assigned without undue disruption of regular duties and demonstrates ability to prioritize multiple assigned tasks. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. All applicants must meet the following Individual Occupational Requirements required for the position: General Medical and Healthcare Series, 0601 Individual Occupational Requirements (https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0600/general-health-science-series-0601/) Basic Requirements: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Note: Transcripts must be provided in order to meet the Individual Occupational Requirements for this position. If you do not provide transcripts, you will be disqualified from consideration. In addition to meeting the required Individual Occupational Requirements, you must also meet the GS-14 Specialized Experience requirements below: GS-14 Specialized Experience: You must possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Health Science Specialist, GS-0601-14 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-13 level in Federal service to qualify at the GS-14. In order to meet the minimum qualifications for this position, you must meet 2/3 of the following examples of specialized experience: 1) Serves as national coordinator within a VA program office for identifying, prioritizing, and obtaining concurrence on learning agenda and evaluation plan goals. 2) Coordinates a VA program's efforts to build a central inventory of a VA program funded research products that are translated into routine practice. 3) Manages overall support within VA program office to fulfill Evidence Act requirements (capacity assessments, learning agendas, evaluation plans) and related requirements. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format), and grade levels for Federal government positions to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. Education

There is no educational substitution at the GS-14 grade level. However, the General Medical and Healthcare Series, 0601 Individual Occupational Requirements require a transcript to be submitted. If you do not submit a transcript, you will be disqualified.
