Duties
Serves as the Operational Safety Officer for HECSA and, acting Chief with full responsibility for program activities during the absence of the lead.
Reviews projects against Army standards and other applicable codes; provides technical expertise.
Implement corrective actions and consults with subject matter specialists and managers about changes in work processes and proposed methods to eliminate unnecessary risks and control hazardous conditions.
Interprets engineering drawings, sufficient to understand proposed or omitted state-of-the-art safety criteria, which includes specifications in illustrating hazard control measures.
Responsible for independently carrying out work assignments and resolving most conflicts to include hazardous situations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Interpreting plans, blueprints, drawings, site plans, and specifications for new construction and major modifications for various projects. 2) Conducting safety and health audits for facilities and personnel 3) Providing safety training for online and in-person venues. 4) Experience and knowledge implementing a safety management system. AND 5) Working directly with executive level officials and Army senior officers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
