About the position: Serves as the Business Development Specialist for the Nashville District, USACE, focused on community engagement, outreach, and policy development to advance the District's mission. Acts as the primary liaison for Congressional staff, local officials, and Federal agencies. Leads strategic planning and manages the District's Strategic Business Plan, fostering collaboration and strengthening relationships with key external stakeholders.
Duties
Develop a comprehensive business development program that sets clear goals and strategic vision for the upcoming year, driving the District's growth and maximizing its impact.
Provide strategic guidance and direction to senior leaders of the District on emerging business sectors and opportunities, helping align with the District’s vision and build partnerships with key external stakeholders.
Assess public and community needs to ensure our strategies effectively build relationships with civil works sponsors, stakeholders, and project partners, fostering collaboration and support for the District's initiatives.
Identify prospective clients whose needs align with the Nashville District’s strengths, fostering partnerships and collaborations that drive growth and expand opportunities within the Corps’ network.
Create talking points and materials for local congressional and community engagements, ensuring senior leaders have the context and objectives needed for successful interactions.
Conduct market research to analyze industry trends and competitor activities, informing business strategies and identifying new growth opportunities.
Participate in networking events and conferences to represent the District, promote business development initiatives, and foster relationships with potential clients and partners.
Establish the vision and direction of the District marketing program.

- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service, including acting as a liaison with congressional committees and/or external agencies; engaging potential clients and expanding the organization's influence; preparing senior leaders with comprehensive talking points, presentations, and briefing materials for high-level engagements; experience in setting strategic goals and clearly communicating a vision across the organization; planning and coordinating special visits or engagements on short notice; conducting market research and analyzing industry trends to inform business strategies and identify growth opportunities; and establishing and implementing structured plans to achieve organizational objectives.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
