Duties
Summary (GS-09) Continued:
When the supervisor determines that full proficiency has been acquired, a Request for Personnel Action (RPA) will be submitted to the Civilian Personnel Office with an annotation that the incumbent is performing the full range and scope of duties and responsibilities for promotion.
Summary (GS-11): The primary purpose of this position is: To provide recruitment and placement advice and guidance to managers in support of the installation Civilian Personnel Office.
Duties (GS-09 and GS-11):
Performs the full range of Recruitment and Placement advisory services. Provides staffing advisory services based on the serviced organization's local, regional, or national staffing priorities and takes proactive measures to anticipate management's needs by pre-positioning work products in expectation of new projects and programs. Advises management on recruitment strategies, sources, and special programs, recruitment, relocation, and retention incentive programs.
Provides continuing technical advice and assistance to management on Human Resources Program. Exercises knowledge and skill in applying HR methods, principles and evaluative methods/ sufficient to advise on and/or resolve moderately complex problems which can be unprecedented in nature.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative Support Positions, GS-0201.
SPECIALIZED EXPERIENCE (GS-09): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of human resources, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR
COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, has a combination of experience and education. Note: You must submit a copy of your transcripts.
SPECIALIZED EXPERIENCE (GS-11): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of HR specialization concepts, practices, regulations, precedents, and procedures; special recruiting authorities and strategies. Ability to provide comprehensive HR services to management and employees throughout organizations serviced and analyze, evaluate and recommend appropriate resolutions to complex interrelated HR problems and issues. Knowledge and skill needed to conduct job analyses on a wide variety of complex positions using research, interview, observation, and analytical techniques to gather, document, and analyze information to develop qualifications rating factors. Knowledge of, and skill in applying, HR staffing and recruitment principles, concepts, laws, regulations, techniques, and guidelines sufficient to support an organization's recruitment and placement program.

EDUCATION: Successfully completed at least three (3) years of progressively higher level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, have at least 3 years of progressively higher level graduate education, but have not obtained a Ph.D. or equivalent graduate degree. Therefore, has a combination of experience and education. Note: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs) (GS-09 and GS-11): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of, and skill in applying wide range of laws, Executive orders, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls of the civilian recruitment and placement functions.
Knowledge of, and skill in applying, a wide range of civilian Human Resource Management concepts, principles, and practices; local and higher level HRM procedures; the mission, functions, and programs of assigned organizations; and analytical and evaluative techniques.
Knowledge necessary to provide guidance to management on all civilian recruitment and placement issues.
Ability to communicate, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty.
