About the Position: This position is with the U.S. Army Medical Command (MEDCOM), Health Care Acquisition Activity (HCAA), Center for Health Care Contracting (CHCC), located at Fort Sam Houston, Texas. This position performs pre award and/or post award functions for procurements involving complex, long-term contracts of highly specialized, extensive, new or innovative medical equipment/supplies, research, and services of significant importance to the agency
Duties
Conducts pre-award and post-award functions involving procurement and administration for supplies and/or services to meet organization's requirements.
Advisor to management, customers, and lower graded contractors, providing direction and guidance on unusual and or highly specialized procurements.
Develops contractual decisions that address problems such as changes and developments in equipment, use of new materials, and unique Government requirements.
Analyzes and evaluates cost and pricing data elements to determine price reasonableness for acquisitions with limited precedent data available.
Analyzes cost and pricing data to substantiate direct and indirect costs and profit for an organization.
Present and or defend organizations position on comprehensive technical contract/procurement issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- Practitioner Career Level Certification must be met within 5 years.
- Advanced Career Level Certification must be met within 4 years.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000.
OR
(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Performing pre-award and or post award procurement functions to procure and or administer contract within an organization; and 2) Experience with cost and price analysis procedures to evaluate contract bids/offers and 3) Experience with contract termination procedures and 4) Provides guidance to team members in support of various policies and procedures within contracting.

Education
