This position is located at the Overton Brooks VA Medical Center, Business Office. The Administrative Officer serves as an extension of the Chief of the Business Office in developing programs, procedures, and policies. The Administrative Officer has the authority to act for the Chief in all administrative matters with delegated responsibility for Resource Management functions.
Duties
Advises staff on the interpretation and application of human resources policies, practices, and procedures
Prepares justifications and requests for the Resource Management Committee (RMC) for recruiting/filling existing positions, and establishing and restructuring positions
Formulates and develops budget for recurring expenditures (copier lease, mailroom expenditures, shredding, burial services, Goodwill telephone operator contract)
Drafts and reviews correspondence ensuring appropriate format, grammar, and content
Prepares responses for congressional inquiries and Office of the Inspector General (OIG) fact finding requests
Formulates proposed administrative directives and policies
Reviews and interprets new and established business process monitors, Joint Commission requirements, and VA Directives to determine impact on Business Office programs, policies, and procedures
Recommends and implements changes for continued compliance
Manages Business Office contracts and provides guidance to service Contracting Officer Representatives

Work Schedule: Monday - Friday, 8:00am - 4:30pm; Subject to change based on the needs of the facility/service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties as an Administrative Officer. Qualifying specialized experience includes 1) Coordinating and monitoring the functions of administrative services within an office; 2) Managing budget activities, assisting with contracting functions, and managing procurement; 3) Assisting with human resources functions to include recruitment, position classification, performance, training; 4) Preparing letters, reports and presentations to include policies and procedures, publications, directives, reports, and responses regarding congressional inquiries. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year, start/end dates AND hours worked per week;
OR
Education: Successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation;
OR
Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume.

Physical Requirements: Work performed involves sedentary and non-sedentary tasks sitting at a desk, utilizing a computer, answering phones, and walking throughout the medical center. Some standing, bending, and lifting light items such as papers, files, and reference materials.
