This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Department of Defense Prevention Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Sexual Assault Response Coordinator (SARC) for Army brigade-sized organizations. Works with the Installation Senior Commander Lead SARC and command staff to manage the Sexual Harassment/Assault Response and Prevention (SHARP) program.
Duties
Serve as the POC for coordinating care to ensure that sexual harassment complainants and sexual assault victims receive appropriate and responsive care.
Conducts response activities in the event of a sexual harassment complaint or sexual assault.
Ensures unit SHARP personnel have the communication and transportation needed to accomplish assigned tasks.
Provides policy guidance and other information for victims of sexual harassment and sexual assault, subordinate unit commanders, first responders, and those who seek to prevent or respond to sexual harassment and sexual assault.
Provides training and technical assistance.
Promotes education through printed materials developed personally or by the staff.
Develops and promotes program publicity materials in accordance with approved SHARP campaign messaging.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Background checks against all records required by law, Office of Personnel Management, DoD, and Army policy or regulation will be conducted prior to entering on duty in the position.
- In accordance with governing regulations, additional checks will be performed on a recurring basis while employed in the position.
- Minimum of a favorable suitability determination on a Tier 3 (Secret) background investigation.
- Incumbents in these positions are required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office.
- State Criminal History Repository check is required for all states of residence in the previous five and/or up to ten years.
- Must attend and graduate from required SHARP training courses within six months of employment.
- While waiting for training or completion of certification, the employee may be reassigned or detailed to a position that meets the employee’s qualifications and skills.
- The detail or reassignment will be without promotion or demotion and will be until the DoD Sexual Assault Advocate Certificate is provided.
- Must maintain an active D-SAACP certification and up-to-date commander appointment orders prior to having any victim contact or access to victim information.
- In the event that D-SAACP certification is expired, suspended, or is revoked, the individual is not authorized to serve in any SHARP position or perform SHARP duties until D-SAACP certification is reinstated.
- Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
- May be subject to occasional 24/7 on-call SARC responsibilities.
- May be required to carry a cell phone and be on call 24 hours a day, seven days a week on a rotational basis, based on the needs of the organization.
- This position may require temporary duty (TDY) business travel up to 25% of the time.
- Five years or more providing SH/SA advocacy services in the military or private sector is preferred.

Specialized Experience: Your resume must reflect one year of specialized experience which includes: 1) Providing assistance in programs such as equal opportunity, sexual assault prevention and response; 2) Directing program activities that emphasize prevention of sexual assault and harassment; and 3) Providing training of reporting procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Social Work, Career Counseling, Public Health.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
