The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.
Duties
This position is located in the Department of Homeland Security (DHS), Office of Inspector General (OIG), Office of Audits, Quality Management and Training Branch (QMT). The OIG conducts and supervises independent audits, investigations, and inspections of the programs and operations of DHS, and recommends ways for DHS to carry out its responsibilities in the most effective, efficient, and economical manner possible. The OIG also seeks to deter, identify, and address fraud, abuse, mismanagement, and waste of taxpayer funds invested in Homeland Security.
The Office of Audits oversees financial and performance audits, as well as attestation engagements. These audits cover multiple functional and program areas, such as financial statements, cyber security, acquisitions, grants, critical infrastructure, disasters, law enforcement and terrorism, immigration, and transportation security. Auditors examine DHS programs or activities in a formalized, detailed, and in-depth way. This position serves as the QMT Branch Chief responsible for providing support to the OIG system of quality control and ensures a fully trained workforce in the Office of Audits. Typical assignments include:
Conducts In-Process Quality Reviews (IPQRs) of ongoing audits and reviews to determine whether corrective actions are needed to comply with Government Auditing Standards (GAS).
Develops, coordinates, and teaches specific courses for the Office of Audits.
Ensures audit staff comply with GAS Continuing Professional Education (CPE) requirements by tracking completed training.
Provides training to audit staff.
Coordinates with OIG's Office of Integrity, addressing comments, and implementing corrective actions in response to external and internal peer review recommendations.
Conducts Single Audit Act desk reviews to determine whether subject audit reports comply with reporting requirements.

You must meet the "Specialized Experience" to qualify for the Supervisory Auditor Performance position, as described below:
Applicants must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience for this position includes:
Demonstrating in depth knowledge, understanding, and application of Government Auditing Standards (GAS) and Federal Regulations that pertain to audits, inspections, and training;
Directing and managing audits of various programs, operations, and functions of an organization through subordinate staff;
Addresses comments and implements corrective actions in response to external and internal peer review recommendations;
Provides guidance to audit teams in meeting GAS by creating templates, policies, and procedures for specific areas needing attention and providing consistency among various audit areas; AND
Manages and directs the development and delivery of training programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
All applicants must meet the Individual Occupational Requirement:

Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
OR
-
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
- A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
Must submit a copy of your college transcript (unofficial is acceptable) or a list of coursework with hours completed proof of Basic Requirement. Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if you can show that your foreign education is comparable to education received in accredited educational institutions in the United States. For example, specific courses accepted for college-level credit by an accredited U.S. college or university, or foreign education evaluated by an organization recognized for accreditation by the Department of Education as education equivalent to that gained in an accredited U.S. college or university.
