Duties

The incumbent will serve as an Audit Director responsible for planning, managing, directing, coordinating, and overseeing all activities for multiple, simultaneous audits through a subordinate staff of first line supervisory auditors and program analysts. This position is located in the Department of Homeland Security (DHS), Office of Inspector General (OIG), Office of Audits. The OIG conducts and supervises independent audits, investigations, and inspections of the programs and operations of DHS, and recommends ways for DHS to carry out its responsibilities in the most effective, efficient, and economical manner possible. The OIG also seeks to deter, identify, and address fraud, abuse, mismanagement, and waste of taxpayer funds invested in Homeland Security. The Office of Audits oversees financial and performance audits, as well as attestation engagements. These audits cover multiple functional and program areas, such as financial statements, cyber security, acquisitions, grants, critical infrastructure, disasters, law enforcement and terrorism, immigration, and transportation security. Auditors examine DHS programs or activities in a formalized, detailed, and in-depth way. Duties and assignments may involve new or controversial issues, shaping major programs, compliance with new legislation, or facilitating the resolution of long-standing problem areas of vital importance to DHS. This position serves as a Supervisory Auditor over a program and audit team consisting of auditors and analysts responsible for planning and conducting program audits of DHS programs, functions, and operations. Typical work assignments include: - Serving as a technical expert in a wide variety of agency audit management functions. - Directing the development and implementation of policies, plans and procedures for audit activities consistent with government auditing standards. - Monitoring and evaluating teams' progress toward meeting goals and timeframes and proactively making adjustments in objectives, work plans, schedules and commitment of resources as necessary to achieve successful outcomes. - Directing report preparations to ensure adequacy of supporting data, conformance with policies and standards, and effective presentation of information. - Finalizing audit reports and memoranda to ensure the soundness of findings, conclusions, and recommendations and adherence to GAGAS and CIGIE standards.

You must meet the "Specialized Experience" to qualify for the Supervisory Auditor Performance position, as described below: Applicants must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have equivalent to at least the next lower grade level. Specialized experience for this position includes: Analyzing and evaluating the effectiveness of federal information technology programs and functions, Analyzing and evaluating the cybersecurity posture of mission critical operations, systems, or management functions, and Leading and/or managing people. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements listed above must be met by the closing date 07/08/2024of this announcement. Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. Education

All applicants must meet the Individual Occupational Requirement :
  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    or

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
    3. Must submit a copy of your college transcript (unofficial is acceptable) or a list of coursework with hours completed proof of Basic Requirement. Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if you can show that your foreign education is comparable to education received in accredited educational institutions in the United States. For example, specific courses accepted for college-level credit by an accredited U.S. college or university, or foreign education evaluated by an organization recognized for accreditation by the Department of Education as education equivalent to that gained in an accredited U.S. college or university.
