The Assistant Veteran Readiness and Employment Officer (AVREO) will supervise VR&E staff at the Regional Office or out-based locations. Responsible for the administration and workload management of the Division, to assure all performance goals in the areas of timeliness, accuracy, cost, customer satisfaction, and employee development are achieved. The AVREO serves as an Assistant Division Chief and holds delegations as authorized by the Veteran Readiness and Employment Officer (VREO).

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes. This position does have an IOR (Individual Occupational Requirement) that must be met in addition to the Time-in Grade and regular Specialized Experience qualifications. In order to qualify for this position, you must have the education listed below: Positive Education Requirement: Master's Degree in Rehabilitation counseling that included an internship; OR Master's Degree in counseling psychology (or related field) that included an internship in rehabilitation counseling and was supplemented by at least 30 semester hours of course work in a majority of the following areas: foundations of rehabilitation counseling, human growth and development, counseling theories and techniques, vocational assessment, career development, job placement, case management, and medical/psycho-social aspects of disability; OR Master's Degree listed in either scenario above WITHOUT a rehabilitation counseling internship. Where the internship was substituted for professional experience following completion of the master's degree. [Experience suitable for substitution must be one full year in direct delivery of vocational rehabilitation services to adults with disabilities in rehabilitation programs, other than those in correctional facilities. The experience or internship/practicum must have been supervised by a professional in vocational rehabilitation or a closely related professional field that typically has oversight for vocational rehabilitation programs.] In addition to the Positive Education Requirements (Basic Requirement) listed above, applicants must have one year (52 weeks) of specialized experience at the next lower grade level (GS-13 to qualify. To receive proper credit for your experience, please be sure to include the dates of employment as well as the hours worked for each position in your resume. To meet the specialized experience requirement, your resume should reflect: Experience in conducting assessments of veteran's employability, Involvement in the development of appropriate vocational goals and subsequent objectives outlined in rehabilitation plans, Providing case management services to veterans while pursuing their rehabilitation plans (e.g. personal contact regarding achievement of vocational goals, referral for medical or ancillary services, and responding efficiently to veteran's concerns), Experience in training; and understanding and clearly explaining to veterans, the benefits, and services available through the VR&E program. Supervisory/Managerial Abilities: Candidates must also demonstrate experience or training they possess, or have the potential to develop, the qualities of successful supervision as follows: Assign to and review work of subordinates; train and work effectively with subordinates from a variety of backgrounds and diverse training levels/areas, Accomplish the quality and quantity of work expected within set limits of cost and time, Plan own work and carry out assignments effectively, Communicate with others effectively both orally and in writing in working out solutions to problems or questions relating to the work, Understand and further management goals as these affect day-to-day work operations, AND Develop improvements in, or design new work methods and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
