The primary purpose of this position is to provide interim supervision, leadership, personnel and program management, guidance, consultation, and expertise for the assigned location. The position may be located at the CNIC Headquarters, a Navy Region, or an Installation level FFSC. The incumbent will maintain accountability for the full range of assigned responsibilities associated with the Navy's FFSP to include participation in command inspections, and CNIC certification inspection program.
Duties
Plans, develops, directs, supervises, evaluates, and advises on FFSP programs and services. Identifies needs and concerns and presents plans, recommendations and assistance to influence readiness and retention issues. Administers and ensures a family support program for eligible personnel and their families at geographically separated units.
Develops long-range programs considering the specific needs of the area of responsibility (AOR). Develops program plans and requirements for storefront during emergencies such as sudden deployments, mass casualties or evacuations.
Serves as an interim advisor to the HQ, Region, or Installation Commander on social problems, human service and behavioral health matters related to personal and family readiness, and in the development and implementation of family and service member programs related to readiness and retention.
Provides consultation and assistance to all levels of leadership in identifying and addressing family issues and continuously changing demographic trends, which influence mission readiness and retention.
Keeps abreast of Navy policies and priorities and the provisions and intent of new and emerging programs.
Maintains close and continuing contact with key military leaders and counterparts in related elements, to include Medical Treatment Facilities, Law Enforcement and Security, Legal, Chaplain, and American Red Cross, in order to secure support for the storefront and ensure coordination of programs and services.
Ensures chain of command is informed of issues, problems and trends in FFSP service delivery that are unique to the area served by the storefront. Actively participates and briefs staff and chain of command on findings, plans of action, and milestones for implementation.
Responds to complaints or problems identified by clients or staff and takes necessary action to resolve them.
Represents the organization in the surrounding community through ongoing liaison with civilian agencies for the purpose of sharing information about the military population, encouraging support, and identifying gaps or overlaps in services and developing opportunities for partnerships in delivering services.
Serves on committees, boards and councils as a subject matter expert in the area of quality of life for military personnel and their families. Represents the organization at professional conferences or higher headquarters working groups.
Implements, monitors, and reports on congressionally mandated programs required by Public Law. Conducts and analyzes formal and informal needs assessment results to ensure availability of long-term proactive programs and services.
Analyzes benefits and costs of accomplishing work in-house versus contracting and makes recommendations to leadership. Projects short- and long-term plans and resource needs to respond to Department of Defense (DOD) and Navy trends and directives.
Executes business management functions to include contracting; all phases of Navy and DOD Family Advocacy Program (FAP), Appropriated (APF), and Non-Appropriated (NAF) funding processes (i.e., programming, budgeting, and execution).
Develops or participates in developing Memoranda of Understandings (MOU) and other formal and informal agreements and relationships within the region and community for purposes of establishing, delivering, and promoting programs.
Serves a member of the CNIC certification inspection team. Participates in program assessments and evaluation, and provides analysis of existing programs to determine need, effectiveness and priority to be considered in CNIC determinations of funding and emphasis. The recommendations provide direction and guidance for the development, improvement, and sustainment of assigned programs.
Ensures the FFSP meets all certification standards; documents shortfalls, and develops action plans for compliance.
Conducts special studies related to Navy quality of life programs and services projects and analyses which impact Navy-wide programs, including the development of performance metrics, programmatic standards, and other analytical and evaluation tools, encompassed in Integrated Process Teams.
Directs work to be accomplished by assigned workforce. May include non-appropriated fund (NAF), appropriated fund (APF), contractors, and/or foreign nationals.
Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
Conducts annual performance reviews of staff.
Participates in section staffing decisions.
Ensures staff receives proper training to fulfill requirements of their positions.
Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

Requirements
- Must be able to obtain and maintain a Secret Security Clearance.
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
- Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- Must have or be able to obtain and maintain a current driver's license.
- This position is emergency-essential (E-E). In the event of a crisis situation, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises.
- This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position is designated "key."
- Frequent travel of 70% or more may be required by military and or commercial conveyance in the performance of official duties. Travel to geographically isolated and remote locations for extended periods of time may be required.
Qualifications
Knowledge of pertinent laws, policies and regulations and the process used to effect change to Family Readiness (FR) programs.
Knowledge of a range of administrative laws, policies, regulations and precedents applicable to the administration of FR Programs to oversee implementation and compliance.
Knowledge of management principles and practices, including budget development and implementation.
Knowledge of relationships with other programs and the appropriate interface with key positions within the government.
Knowledge of federal, state, and municipal human service programs, policies, and directives.
Knowledge of the Navy operational organizational structure, chain of command, protocol and funding, agency programs and activities; agency mission, policies, and objectives; management principles and processes; and analytical and evaluative methods as it relates to the Navy wide FR Program.
Knowledge and understanding of NAF business practices as they relate to organizational structures, competitive environments, strategic management, marketing principles, core competencies and performance measures.
Knowledge of Navy and DOD APF and NAF budget regulations to prepare both long range and short range plans and to develop resource guidance for the program.
Knowledge of the legislation, regulations, funding, budget requirements, principals, policies, practices, procedures and terminology.
Knowledge of budgetary policies, procedures, precedents, goals, objectives, regulations; budgetary financial relationships between the assigned budget and programs of other agency components and organizations.
Knowledge of DOD reimbursable funds management policy and procedures including methods for identifying eligible positions, authorizing funds release, justifying FR program requirements, and tracking and/or reconciling reimbursable funds accounts.
Knowledge of techniques and formats required for effective communication with flag level officials as well in drafting policies/programs.
Skill in developing, articulating and coordinating effective solutions to unique and or complex issues.
Skill in establishing long range, intermediate, and short range plans; allocates/identifies resources and provides a reporting and evaluation system to determine program effectiveness.

Works under direct supervision of the Family Readiness Director, CNIC. Incumbent and supervisor develop plan of action, set priorities and objectives, and work together to identify the scope of projects and develop deadlines. The supervisor provides limited direction, the incumbent work independently to perform assignments and keeps the supervisor apprised of potentially controversial issues. Completed work is reviewed for effectiveness and overall feasibility in meeting organizational goals.
Guidelines consist of DOD and Federal regulations, reports on congressional intent, written policy statements, broadly stated mission objectives, and legislation. The incumbent conducts extensive analysis and interpretation in applying the provisions of the numerous and complex guidelines. The incumbent uses judgment and discretion in determining the intent, and in interpreting and revising existing policy and regulatory guidance for use by others across the enterprise. The incumbent is recognized as an expert in the development and interpretation of guidance in the areas of assignment.
The work involves duties requiring different processes and methods. These may include an in-depth analysis of program requirements, budgetary constraints, regulatory limitations, and agency policy. The incumbent makes decisions, interprets considerable data, plans the work, and refines the methods and techniques to be used. The position requires development and implementation of a wide range of FFSP. These programs vary considerably in complexity and require analytical thinking, human capital management, human resources, business management and administrative expertise, and communication skills. Some programs are in the formative or development stages, others are evolving to meet changing concepts and priorities. They involve diverse target audiences and sophisticated subject knowledge. The incumbent is responsible for merging various and distinct servicing into a cohesive program that will support the needs of a diverse population. The program receives intensive Congressional, DOD, and DoN scrutiny and attention.
The incumbent directs FFSP and serves as principal advisor on all human services matters and as the policy advisor to the HQ, Region, or Installation Commander in the development and implementation of FFSP activities. This position may serve as the subject matter expert, advisor, and consultant to Navy installations, regions, CNIC, DoN, and DOD on program related issues. The highly technical work is critical to the mission of CNIC; directly involves and substantially affects the supportability and success of multi-million dollar systems used throughout the DoN.
Contacts include CNIC installation/region/HQ leadership, individual military and civilian personnel, employees and top managers within the organization, high-ranking civilian and military managers within DOD, DoN, Congressional Staff, major commands and organizations in the public and private sector. Contacts may also include Members of Congress, local and state government officials.
The purpose of contacts is to plan and advise on FFSP services; plan, direct, justify and defend long-range plans, goals, and objectives for the assigned specialty area; and to justify, defend, or negotiate in representing the FFSP, obtaining or committing resources, and gaining compliance with established policies, regulations, and contracts. The incumbent advises senior executives and high-ranking officials on decisions relating to the organization. Incumbent may be called upon to act as the official representative or spokesperson for the organization and/or DON; to obtain or provide information; and to solicit cooperation.
