This position is the Maintenance Work Leader "Grounds Manager", located in Facility Management Service (FMS), Boise VA Medical Center Boise, Idaho. The incumbent leads and trains a team of Maintenance Workers and Compensated Work Therapy personnel in the maintenance of the 58+ acres of facility grounds and the over 500,000 gross square feet between over 50 hospital buildings and structures.

Duties

Work Leader duties include the maintenance and repair of the hospital campus structures and grounds maintenance, passing on to other workers the instructions received from supervisors and getting work started, which includes: Working along with other workers and setting the pace, related hospital utilities, carpentry work, painting, masonry work, electrical repairs, network operated irrigation control repair and operation, tree and shrub maintenance, pest control, storm water/down spout maintenance and repair, and contracting officer representative (COR) duties for several grounds and hazardous/medical waste contracts. The leader will work and train from sketches, work orders, basic blueprints, and instructions which illustrate job requirements, materials, and methods to be used. Sees to it that needed plans, blueprints, materials, and tools are available, and that needed stock is obtained from supply locations. The incumbent demonstrates proper work methods and will typically operate and train subordinates on farm-type tractors, towed or attached equipment to maintain grounds and road medians and perform farming functions. The leader frequently operates towed or attached equipment from the seat of the tractor through hydraulic or mechanical controls. Examples of equipment operated at this level are mowers, aerators, plows, harrows, chippers, sprayers, disks, post-hole diggers, front-end loading devices, movable dozer blades, and backhoes. The equipment may be powered by direct drive or a power takeoff. The incumbent makes multiple mechanical and hydraulic connections between the towed or attached equipment and the tractor and make numerous equipment adjustments. He/she will perform and train subordinates in operator maintenance on tractors and equipment. Tractor operators at this level work on level or rolling terrain in such areas as open fields, parks, orchards, lawns, and along roadways. Checks work while in progress and when finished to see whether the supervisor's instructions on work sequence, procedures, methods, and deadlines have been met. The incumbent reports to supervisors on the status and progress of work, and causes of work delays, answering questions of supervisors on overall work operations and problems (for example, concerning, additional on-the-job training requirements for individual employees). Work Schedule: Monday-Friday, 07:00am to 3:30pm Position Description Title/PD#: Maintenance Work Leader/PD606440 Physical Requirements: The Maintenance Work Leader "Grounds Manger" performs normal tasks requiring moderate physical exertion, including frequent medium lifting (up to 50 pounds), pushing, pulling, carrying, climbing, bending, stooping, crawling, and negotiating confined spaces. Heavy lifting (over 50 pounds) and strenuous exertion is occasionally necessary. The incumbent will require the ability to work in a variety of work sites, including, roofs, scaffolds, crawl spaces, ladders, etc. The employee must be able to distinguish colors. The employee is standing or walking most of the time Working Conditions: The working conditions vary with the environment. It may be inside or outside, and is usually dirty, dusty, greasy, and may be in inclement weather. The incumbent is continually exposed to the open flame of torches used to cut, braze, and solder pipe. Electrical shock is a real and present danger in the performance of this job. The incumbent may be assigned to work in areas where certain potentially harmful physical and /or chemical agents are present. The incumbent will be exposed to raw sewage of a hospital that carries every disease of the patients it serves. To ensure employee safety and health, personnel protection programs are maintained. These programs may include engineering controls, training, work procedures, use of personal protective equipment, and medical surveillance. As part of the medical surveillance programs, the incumbent may be required to take medical examinations to assess his/her medical qualification for duty.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, the ability to perform the duties of a Maintenance Worker Leader without more than normal supervision. Duties include but are not limited to: lead the repair of benches, partitions, frames, and tables, floors, sidewalks, roads, flower beds, roofing, irrigation systems, and wheelchairs. demonstrate woodworking techniques and basic shop mathematics and skills in the usage of measuring tapes, squares, levels, and other carpentry tools used to plan, lay out, measure, cut, construct and install materials according to dimensional requirements and specifications. Work and train subordinates from: sketches, work orders, basic blueprints, and instructions which illustrate job requirements, materials, and methods to be used. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
