This position is located within Facility Management Service at the Boise VA Medical Center in Boise, Idaho.

Duties

The HVAC Maintenance Mechanic installs and repairs HVAC systems and equipment used to condition air and heating/cooling fluids for hospital buildings, office space, and laboratories. The HVAC Maintenance Mechanic will conduct tests, make repairs, maintain, and operate heat exchangers, pumps, steam traps, steam pumps, tanks, and piping that serve the heating hot water and high pressure steam boilers. The HVAC Maintenance Mechanic will maintain, install, weld, and repair high pressure steam lines, heating water lines, geo water lines, chilled water lines, and industrial water lines. The HVAC Maintenance Mechanic will repair, test, tune, adjust, and operate the steam and hot water boilers. Repairs may include, but are not limited to, correct diagnosis of malfunctions; installation, modification, major overhaul of boilers and other equipment; minor sheet metal and insulation work; repair, testing, and adjusting controls; and testing water systems for proper chemical treatment levels and making adjustments as needed. The incumbent must have a good working knowledge of the boiler and HVAC trade, with three or more years of experience at the journeyman level. The employee performs tasks involved in the maintenance, repair, and modification of a variety of systems associated with the ventilation, air conditioning, geothermal, heating hot water, and steam systems. The work requires knowledge of the principles of combustion, heat transfer, and hot water generation. Many of the heating systems are interconnected with the ventilation and air conditioning of the facility. The incumbent operates, maintains, and repairs chillers, compressors, fan coil units, air handlers, and associated equipment. The incumbent locates and checks elements such as those which control the inlet and outlet temperature of the heating units, pressure and temperature of the geo thermal production and injection well, and the running time of the various mechanisms. He/she repairs or replaces fans, pumps, thermostats, humidistats, motors, compressors, valves, gauges, pneumatic and electric controls, filters, and other system associated elements. The employee is responsible for testing open and closed loop systems for leaks and proper/safe operation parameters. He/she will also test chemical balance in the loop systems; and monitor gas usage, temperature, volume, flow rate, pressures etc. He/she installs and interconnects elements of various systems using piping or tubing. The HVAC Maintenance Mechanic charges heating and cooling systems and checks for leaks; adjusts system operation for maximum efficiency and optimal performance. He/she performs all duties in cooperation and harmony with all members of the Medical Center. Compressed schedule: Week 1, Tuesday thru Saturday 1430 to 2400. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2023. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Ability To Do The Work Of A Maintenance Mechanic Without More Than Normal Supervision: Related experience includes having a mastery of trade knowledge with comparable skill, and be in possession of a current State of Idaho or Oregon, Heating, Ventilation, Air-conditioning (HVAC) journeyman or apprentice license, an EPA universal refrigerant. Knowledge of refrigerant handling, logging, recovery, and installation as a prerequisite to the Environmental Protection Agency's (agency who is responsible for governing the use of hydro-carbons) Universal Refrigerant License requirements for the HVAC Maintenance Mechanic. Know the principles and theories of air conditioning and refrigeration, such as the refrigeration cycle, heat transfer, the use of refrigeration tables. Employee must know how to calculate and measure air flow, and the pressure-temperature characteristics for the different systems in order to locate and repair faulty equipment swiftly and to reduce the inoperative time to a minimum. The incumbent uses his/her knowledge of the refrigeration cycle of a variety of commercial and industrial systems to locate and check elements such as those which control low side and high side pressure; the temperature of the cooling units; the temperature of the liquid and suction lines; and the running time of the various mechanisms. The incumbent checks for the probability of leaks by visual and audible examination of the equipment components; by applying prescribed test procedures and equipment; and by exploration of probable reasons for equipment failure. He/she also performs maintenance and repair on all other air conditioning, refrigeration, ventilation, controls, and heating systems in the Medical Center complex. know pneumatic, electric, and electronic thermostat controls. A variety of complicated motor controls are also used, such as hermetically sealed motors and pressure controls, thermostatic motor controls (remote and double remote), full and semi-automatic defrosting controls, relays, and other controls to protect against overload or overheating. Various types of power voltages are used with various combinations of chillers, boilers, air handlers, pumps, compressors, direct digital controls, and air conditioners. The incumbent is responsible to assure proper preventive maintenance is performed at appropriate intervals for equipment assigned to him or her within the HVAC/Plumbing Shop. SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - A Selective Placement Factor (SPF) has been identified for this position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The employee performs tasks normally requiring moderate physical exertion, including frequent medium lifting (up to 50 pounds), pushing, pulling, carrying, climbing, bending, stooping, crawling, and negotiating confined spaces. Heavy lifting (over 50 pounds) and strenuous exertion is occasionally necessary. The incumbent will require the ability to work in a variety of work sites, including, roofs, scaffolds, crawl spaces, ladders, etc. The employee must be able to distinguish colors. The employee is standing or walking most of the time. Working Conditions: This type of work is performed indoors and outdoors. It is usually performed in adequately lighted, heated, and ventilated areas. Work is sometimes performed in bad weather, or in very hot, cold, or poorly ventilated or lighted areas. Potential hazards include, but are not limited to; heights; intermittent slippery and uneven surfaces; moving objects and mechanisms; splinters; chips; burrs; sharp edges; equipment noise; fuels, lubricates, solvents, and other chemicals; fumes and smoke; dirt and dust; infrared and ultraviolet radiation; high intensity glare and flying sparks; high temperature or electrically energized items; and pressurized gases and liquids. There may be discomfort when wearing personal protective safety equipment. Incumbent will be subject to the normal hazards encountered in the trade, and various types of infections associated with a hospital.
