This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB & MRTFB to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is with the Directorate of Emergency Services located at Letterkenny Army Depot, Chambersburg, Pennsylvania.
Duties
Respond to fire emergencies utilizing standard firefighting equipment.
Utilize fire prevention codes, standards and regulations and follow Standard Operating Procedures.
Provide public education and departmental training in general fire safety and prevention subjects.
Conduct inspections to identify deficiencies in a variety of occupancies, fixed fire protection and detection systems and recommend corrective actions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires an uncommon tour of duty: 60 hour scheduled workweek and required to work one night over each week.
- The applicant must pass a pre-employment physical and subsequent periodic medical examinations in accordance with DoD 6055-5-M.
- Must possess and maintain a valid state issued driver's license and government motor vehicle license.
- May be required to lift up to 50lbs.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. Required to sign a DA Form 5019-R and must pass initial and periodic testing as required.
- Must undergo pre-employment and recurring investigations to obtain and maintain a Secret clearance.
- This is a Mission Essential position.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

FIREFIGHTER PRIMARY RETIREMENT COVERAGE: This position has been identified by Department of Army and approved by the Under Secretary of Defense for Personnel and Readiness as a covered primary, rigorous position for special retirement coverage as identified in 5 CFR 831 Subpart I for CSRS Retirement coverage and 5 CFR 842 Subpart H for FERS retirement coverage. The individual hired is subject to Special Retirement provisions to include additional contributions to the retirement fund, mandatory separation/retirement at age 57 with 20 years of approved special retirement provisions service, options for early retirement at any age after 25 years of approved special retirement provisions service, or at age 50 with 20 years of approved special retirement provisions service. Department of Defense (DoD), in accordance with 5 USC 3307, has determined an individual must be appointed to their first/original appointment into a DoD position that has been identified and approved as a primary firefighter no later than the last day of the month in which they become 37. Preference eligible veterans over the age of 37, may apply regardless of the age restriction. If selected, a waiver of the age restriction will be requested by the hiring official for approval by the Department of Army. An individual who is past the maximum entry age (37) who previously served in an approved primary position may be reinstated to a covered primary position provided they meet the applicable qualification requirements AND will be able to complete a total of 20 years of covered service as a firefighter by the last day of the month in which they become 57.
Medical Requirements: This is a primary/rigorous firefighter position, which requires duties of an arduous or hazardous nature. Incumbent must meet the medical standards of the position through a pre-employment physical and is subject to annual medical examinations following appointment to determine fitness for continued performance of the duties of the position. (See 5 CFR 339.)
In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience equivalent to the GS-07 level in the Federal Service which includes: 1) Utilizing fire protection policies and work practices 2) Developing and instructing curriculum on fire protection and prevention procedures and 3) Conducting inspections of facilities/buildings, alarm, detection and suppression systems.

This position requires at the time of application the incumbent to possess and to then maintain the following DoD, IFSAC, or Pro-Board certifications: Fire Fighter I, Fire Fighter II, Fire Inspector I, Fire Instructor I, Fire Instructor II, Hazardous Materials (HAZMAT) Technician, and state or National Registry Emergency Medical Technician - Basic.
