Duties
Serves as an agency Accounting Manager and SME providing professional accounting, finance and reporting services, management advice, and assistance to assigned customers.
Provides extensive professional accounting knowledge and expertise in appropriation law, accounting theories, principles, practice techniques and accounting systems.
Participates with the DFAS Director and other site and organizational Directors in the design of near and long-term strategies for modernizing accounting and finance service delivery systems.
Serves as an expert on accounting operations.
Advises financial and program managers and other accountants on the most difficult accounting situations/problems.
Represents the agency in senior level conferences and consultations with various executive level, government and Defense Agencies.
Identifies problem areas and determines actions required to improve operating program effectiveness and/or maintain the integrity of accounting records and financial information.
Provides authoritative technical advice to lower-level accountants or financial specialists, other accounting professionals and major command/bureaus of the Services.
Monitors work, identifies and resolves problems, assesses overall effectiveness, efficiency and productivity.
In addition, the position is responsible for supervising (either directly or indirectly) work units performing mission essential AM and C activities which facilitate the mission of the DFAS.

Serves as the final technical authority on AM and C mission related issues.

Qualifications
Basic Requirements: To qualify for this position you must meet one of the basic requirements described below.
Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-13) in the Federal service, which demonstrates the ability to perform the duties of the position.

Specialized Experience Is Defined As:
Providing expert-level professional accounting, finance and reporting services, management advice, and assistance to supported customers in the application of accounting theories, concepts, principles and standards to independently negotiate solutions to the most complex issues related to operational accounting and finance work.
Examples of Qualifying Specialized Experience:
Expert knowledge of accounting principles, standards, theories, practices, concepts, and techniques sufficient enough to provide advisory and consulting services to senior leadership, operational managers, and supported customers on accounting and financial matters; ability to independently resolve controversial financial management issues complex in nature; provide authoritative interpretations of national and organizational policies and provide recommendations on overall structure and processing requirements of accounting systems; and, ability to design, develop, integrate, and implement new functional and financial systems; experience preparing, validating, auditing and analyzing financial statements, records and reports.
Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a (GS-13) or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
