Duties
Provides analysis and reconciliations related to the more complex accounting functions which have very high visibility, involve more than one system and involve a large number of transactions cross leveling interrelated systems.
Develops and monitors internal controls for major segments of accounting operations to provide reasonable assurance of accounting operations audit readiness.
Prepares System Change Requests (SCRs) to effect corrective action and/or implement system charges to accommodate changing requirements or to comply with new legislation, audit readiness, policy or procedures.
Develops process maps and narratives to map financial processes to Statement of Budgetary Resources (SBR) line items and the balance sheet, and to explain the how , what, and why of required audit processes and procedures.
Coordinates with personnel concerning actions required to prepare presentable financial data and assists in ensuring DFAS processes, systems, and documentation are sufficient to validate accurate balances reported in financial statements.
Reviews and analyzes operating programs, practices, and procedures related to receiving, controlling validating, recording, and reporting accounting transactions.
Affecting the asset, liability, revenue, expense, and budgetary accounts of supported organizations.
To ensure compliance with generally accepted accounting policies, new operating procedures, and revised regulations.
Requirements

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:
(1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
(2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.

GS-12 QUALIFICATIONS
In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-11) in the Federal service, which demonstrates the ability to perform the duties of the position.
GS-12: Specialized Experience Is Defined As:
Providing high-level accounting support to senior leadership that ensures the overall effectiveness and efficiency of the accounting operations. Experience must demonstrate a comprehensive knowledge of laws, regulations, directives, accounting principles and theories as demonstrated by experience, education and training. Examples include providing in-depth analysis, evaluation and interpretation; Developing, adapting, modifying or integrating of accounting data; Designing, implementing and assessing operating systems and internal control processes; Enhancing the validity, accuracy, and integrity of accounting processes.
GS-12 Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.
