As a senior health systems specialist, the primary purposes of this position are to provide support to health care executives by analyzing, evaluating, advising and/or coordinating health care delivery systems and operations and responsibility for a variety of strategic planning functions. The position renders advice on operational and strategic policies and assures these policies are coordinated with, and in support of, field operations.
Duties
Major Duties but not limited to:
Program Management 30%:
The incumbent functions as the primary liaison to multiple staff offices and serves as the conduit for information flow and management of assignments between such offices. Monitors and manages incoming actions and requests from initial receipt to completion and closeout. Analyzes the subject matter of incoming information for appropriate distribution to offices internal or external to the office. Receives and monitors completed actions or responses; analyzes responses for completeness and accuracy against known policies and procedures; and ensures action or inquiry is closed out with the inquirer or office. Conducts or participates in special information flow studies, analyses, presentations and briefings, as assigned.
Reports Results and Monitors Remedial Action 30%:
Works in coordination with other internal reviewing services regarding complex audits and internal/external reviews of a national concern; i. e, fiscal efficiencies and organizational structure that are reviewed by prominent parties such as the Office of the Inspector General (OIG) or the Government Accountability Office (GAO). The incumbent tracks both routine and uncommon deadlines initiated by OIG/GAO and internal reviewing officials to ensure timely submission of responses and actions. Communicates with responsible staff agency members to ensure completion of all requested actions and appropriately closes out all requests. Works closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/external communication flows. Contacts and engages frequently with staff at all levels to facilitate the work of the office related to a variety of operations-focused assignments and projects initiated by senior leadership or program offices, or departmental offices.
Healthcare Operations 30%:
The incumbent has a comprehensive understanding of the mission, organization, and programs of the Department of Veterans Affairs, Veterans Integrated Support Network (VISN) 19, and SVAHCS, as well as the philosophy of top management, in the development and implementation of management and organizational systems and approaches along with improvements, at this healthcare system, in delivery of quality health care. Additionally, the incumbent must have a generous working knowledge of The Joint Commission (TJC), Office of Inspector General (OIG) Comprehensive Healthcare Inspection Program (CHIP), Commission on Accreditation of Rehabilitation Facilities (CARF), Long Term Care Institute (LTCI) and other nationally recognized and supported audit and survey requirements to advise and recommend appropriately. The incumbent is self-motivated and forward thinking; provides support to the Executive Director to monitor health performance measures, administrative performance measures and manage change within each/all system/s of care; participates in developing plans to meet or exceed the facility's Strategic Plan, priority construction projects and performance measures; participates in development and documentation of long and short range planning efforts; develops, reviews and recommends business plans, resource projections, priorities, justifications, etc.; prepares and contributes to reports and other presentations on program planning and evaluation as well as facility reporting (internally and externally).
Coordination and Administrative Oversight 10%:
Administratively responsible for two GS-0318-7 Target 8 secretaries in assigning daily work, performance measure and disciplinary action as needed.
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 7:30am to 4:00pm

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Health System Administration Series, 0671 Individual Occupational Requirements: Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR,
Specialized Experience:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement, Or
Special Provision for In-service Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the Individual Occupational Requirements, applicants must have specialized experience of at least 1 year equivalent to the GS-12.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Conducts analytical studies on particular operational processes, issue topics, or related special projects.

Identifies and proposes solutions to management problems which are of major importance to developing and planning program direction and prepares recommendations which impact the way in which planning, and implementation is carried out.

Physical Requirements: Entering text or data into a computer or other machine by means of a traditional keyboard. Expressing or exchanging ideas by means of the spoken word to impart oral information to clients or the public and to convey detailed spoken instructions to others accurately, loudly, or quickly. The ability to hear, understand, and distinguish speech and/or other sounds. Some travel and driving are required and will be principally local in nature; however, more extended travel is possible and may be required on short notice. Work requires management of conflicting high priority project with short deadlines in a high-stress environment. Minimal lifting of items weighing no more than 51 pounds is required.
