This position is located at the Sheridan VA Health Care System in Sheridan, WY. Duties

Duties to include but not limited to: Interprets policies and processes at national level on managing provider, staff, space, and equipment supply/demand at facilities and clinics Provides Executive Leadership guidance and collaborates across service lines to develop health care system policies related to clinic operations management (to include scheduling and telephone and contact management) Analyzes and interprets current state and trends in Veterans' experience data at the facility level and presents findings on clinic efficiency and function to Executive Leadership Uses the analytics process to analyze, assess and monitor clinic performance and provider workload in order to improve and maintain clinic access Serves as expert/advisor to Medical Center and VISN leadership on ways to enhance Veterans' experience and improve clinic efficiency and function by developing strategies and recommendations to enhance Veterans' experience Leads and develops initiatives to foster a team-based, improvement and patient-centered culture at the facilities and clinics aimed at providing timely access to care; utilizes leadership, interpersonal Coordinates with the Service Leadership across clinics to perform the following: obtain data/reports for the clinics; aggregate, analyze, interpret data at the facility level (e.g., clinical data from OPES, SPARQ, Glide Path, Access Clinic Index; administrative data from VSSC, Vista, Recall, EWL; and non-VA consults/referrals) Collaborates across Executive and Service Leadership to: obtain scheduling data from clinics, oversee analysis and monitoring of scheduling data and practices, oversee development of templates, schedules, oversee maintenance of clinic profiles, oversee communication and coordination efforts across clinic service lines, oversee ongoing training and development of scheduling staff, and oversee the monitoring and evaluation of efficiencies and effectiveness of scheduling operations. Assists in development, implementation, and tracking of short and long-term business plans for facility outpatient clinic services; oversees development and maintenance of contingency plans with input from the Executive Leadership and Service Leadership at the clinics Serves as functional lead/representative on behalf of facility in VA/VHA and facility-wide initiatives and efforts to: advocate for key tools to support access management; champion and integrate new uses of tools and technology (e.g., telehealth); validate Service Leadership' functional input on the design of access-related system/tool; validate data integrity at facility level across Service Lines and clinics; support efforts to implement and standardize access related systems/tools; validate Service Leadership' input on effectiveness of access-related systems/tools; validate Service Leadership' input on access-related system/tool enhancement; and validate technical solutions align with Veteran and staff needs. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 07:30-4:00pm Compressed/Flexible: May be considered for a highly qualified applicant. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Health System Administration Series, 0671 Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the IOR you must also meet: You may qualify based on your experience and/or education as described below: Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: intermediate knowledge of a wide range of qualitative/quantitative as well as analytical/evaluative methods for development and management of a major administrative program for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems in the areas of Clinic, knowledge of the range of national administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs including those such as advanced principles and strategies for access improvement, Joint Commission, VACAA Laws 203 and 303, Clinical Management Directive, Scheduling Directive, Consult and Telephone Access to Care Guidance, MISSION Act, etc., knowledge in a wide variety of computer and data management packages and VA databases including those such as Clinic Practice Management Dashboard, VISTA, CPRS, Clinic Access Index, Access Glide Path, SAIL, SPARQ, SHEP, Pyramid, etc., knowledge of Federal government policies, regulations, and trends in the areas of management systems, as well as an understanding of the public and private sector trends in health care. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience. Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:analyze and evaluate broad and difficult problems associated with a patient-centered ambulatory care system, apply extensive qualitative and/or quantitative methods for program/system improvement, and make recommendations for complicated solutions; make recommendations to the Executive Leadership to meet the goals and requirements for delivery of effective, high quality ambulatory care services that meet or exceed all applicable requirements and standards and to respond appropriately; Knowledge of VHA's mission programs, policies, principles, practices and concepts to formulate position papers, policies, and plans to meet the short-and long-range operating program requirements; skill and expertise in a wide variety of computer and data management packages and VA databases; ability to independently investigate complex issues, analyze problems, and present both written and oral recommendations. Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the facility managers and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via automotive vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
