Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement,Office of the Director, Renewable Energy (REN) Team with duty in one of six locations.
Note: This is NOT a remote position. You will be required to report to the duty location to which you are applying. Applicants applying to multiple locations are limited to selecting a maximum of 2 duty locations.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Conducts engineering analysis of Outer Continental Shelf (OCS) renewable energy facility electrical systems including area classifications; generation, transmission, and distribution systems; switching procedures; operator policies and work practices; sizing and installation; protective device coordination; fault analysis; power factor connection; to determine compliance with accepted industry recommended practices and standards.
2. Prepares inspection or audit plans or strategies for focused inspections of Outer Continental Shelf (OCS) renewable energy facilities or audits of Lessee's self-inspections; analyzes inspection reports of renewable energy facility electrical systems to compile statistics and trends to identify areas that may need closer study.
3. Creates renewable energy policy and procedural documents related to electrical engineering and electrical systems.
4. Independently, or as team lead conducts in-depth analysis of renewable energy installations for high risk or unique problem sites involving hazardous operations; high-technology systems with little or no experience data; or unique problems that require new inspection procedures.
5. Prepares written reports for inspection and incident investigations including detailed reports with advanced electrical engineering analysis with diagrams, statistics, and narratives of special or technical investigations.6. Drafts and reviews notices of non-compliance and follow-up compliance reviews when electrical related violations are identified on Outer Continental Shelf (OCS) renewable energy facilities.
BSEE has determined that the duties of this position are suitable for telework with supervisor approval.
Salary Information GS-13:
Anchorage, AK: ($116,811 - $151,858) per annum.
Camarillo, CA: ($120,246 - $156,323) per annum.
Houston, TX: ($119,254 - $155,034) per annum.
Hadley, MA: ($116,510 - $151,467) per annum.
Jefferson, LA: ($103,409 - $134,435) per annum.
Sterling, VA: ($117,962 - $153,354) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.

Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the Basic Educational Requirements AND Specialized Experience for the series/grade to which you are applying.
Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
Degree: Professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure
2. Written Test
3. Specified academic courses
4. Related curriculum

Specialized Experience:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Evaluating technical plans/design and assessing compliance with or derived from established standards or guidelines.
2) Providing electrical engineering analysis to facility design that ensures integration of systems to maximize worker safety; AND
3) Conducting monitoring to assess compliance with all electrical safety, and regulatory requirements and conditions of approval for individual projects and activities.
