About the Position: Incumbent will be progressively responsible for pre-award and post-award actions, including price/cost analysis, negotiation, and administration services. You will coordinate a number of contracts at the same time, that are of a high dollar value and complex/unique in nature.

Duties

Review requests for the procurement of specialized or complex items and equipment. Prepare justifications, approvals, acquisition plans and other required clearances. Serve as contracting negotiator. Perform cost/price analysis to determine acceptability of technical proposal. Serves as contract specialist responsible for pre-award and post-award actions. Analyze proposals for compliance with scope of work and evaluation criteria set forth in the solicitation.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a temporary duty travel requirement of 25%.
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 2 years.

This position is telework eligible. The Mobile District's current telework policy allows regular and recurring telework up to three days per week (up to four days per week with Division Chief approval), subject to supervisor approval and any relevant limitations established by District leadership. Basic Requirement for Contract Specialist:Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Minimum Qualifications for the GS-11: Specialized Experience for the GS-11: One year of specialized experience which includes conducting pre-award and post award negotiations and contract administration with multiple complex contracts simultaneously and at different stages. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Minimum Qualifications for the GS-12: Specialized Experience for the GS-12 level: One year of specialized experience which includes 1) developing contract types; 2) assigning pre-award and post-award actions; 3) conducting extensive negotiations with contractors; and 4) coordinating high dollar value contracts to support regional and national requirement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job on the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
