About the Position: The incumbent will work directly for the Mobile Regional Contracting Center (MRCC) / Contracting Division (SAMCT) Chief, exercising independent judgment and discretion as a technical subject matter expert, "Senior" (unlimited warrant) Contracting Officer and a Supervisory Branch Chief within the MRCC.

Duties

Executes day-to-day operational oversight and control for the Supplies and Services Branch of the Contracting Division. Advises acquisition personnel, Contracting Officers, Contract Specialist, primary customers and other personnel in all phases of the acquisition process. Reviews contractual or other actions which are not covered by established policy or are controversial in terms of potential effects, legal implications, or effect on other related DOD agencies. Offers solutions to difficult contracting situations or stalemates. Makes major or novel adaptations to existing guidelines in order to accomplish needs and requirements. Perform formal source selection processes and advise other contract specialist in matters of the process. Distributes the workload and tasks among employees in accordance with workflow and skill level. Supports and provides technical assistance to project management teams when necessary. Responsible for the full range of supervisory and managerial duties and responsibilities. Communicates to the team the assignments, projects, milestones and deadlines for completion.

  • A one year supervisory probationary period may be required.
  • This is a Critical Acquisition Position.
  • This Defense Acquisition, Logistics and Technology Workforce position requires Level III (Senior) certification in the acquisition career field of Contracting.
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.

Basic Requirement for Supervisory Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.) OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1). Analyzing and evaluating contract requirements, specifications, and prevailing market conditions; 2) Working with customers to resolve contract specification problems; 3) Providing acquisition and contracting advice to customers for adherence and compliance; and 4) Experience in planning and establishing workload objectives, to include, schedules work to be performed and provides subordinates the requirements and descriptions of the work to be performed and tracked. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required specialized experience statement in order to qualify. For this job, you must meet the qualification requirement using specialized experience alone--no substitution of education for specialized experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contract Performance ManagementLeadershipProcurement AnalysisSource SelectionTeaching Others Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
