Duties

WHAT IS THE SMALL BUSINESS SELF EMPLOYED DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: SBSE Campus Exam/AUR Ops The following are the duties of this position at the full working level: Assists managers to develop and execute the operational plan for effective resource deployment across teams; serves as a confidential employee to the manager in monitoring and addressing sensitive and confidential matters including Congressional, statute cases, Treasury Inspector General Tax Administration (TIGTA) referrals, unauthorized access (UNAX), employee tax issues; performance issues, and proposed personnel actions including disciplinary measures; has significant involvement in formulating and effectuating the organization's policies and procedures, including managerial recommendations and dispositions on contractual negotiations, grievances, and related labor management activities; and as necessary determines corrective actions addressing processes and personnel; obtains performance feedback and assesses the performance of team managers and employees; provides evaluative input through appropriate management chain; ensures that taxpayers' rights are upheld, and the application of tax law is both consistent and proper. Analyzes and evaluates the efficiency and effectiveness of the organization's processing of programs, operations, and accomplishments area-wide/nationwide, apprising the manager of critical items. Provides direction and guidance for program continuity, transition, policy formulation and implementation. Identifies procedural and systemic problems and provides evaluative comments to the manager addressing the performance of the operation's systems, policies, processes and personnel. Serves as a resource person for the front-line managers and tax examiners, working various types of cases and priority listings. Resolves the most complex issues/inquiries, citing applicable tax laws when necessary, and determining the methods, techniques or customer actions used/needed to resolve the most challenging and sensitive matters. Communicates these issues/inquiries to those with vested interest to further educate/train tax examiners. Extends/shares information with all site/operation employees on issues that impact case processing. Instructs classes for internal and external customers on all issues, especially in the area of functionally specific programs and procedures. As necessary and on an interim basis, may act for the Manager. Serves as a liaison with Operation workgroups, mid-level management, and site/campus employees. When appropriate coordinates with other operating divisions. Reviews and analyzes reports (e.g., Quality Measurement System, Centralized Inventory System, etc.) that relate to the division/operation's work-units, employee surveys, customer comments and feedback and other relevant data to develop recommendations and implement improvements. Provides leadership for assigned program areas and as a senior management representative, works in partnership with NTEU to enhance the organization's business results, customer satisfaction, and employee satisfaction.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-12: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: demonstrating knowledge of IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals. Experience using knowledge of cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations. Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and recommend alternatives. Skill in recognizing significant tax issues and enforcement changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations. Experience using knowledge of the principles of management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems and providing statistical data or other management information reports. Skill in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
