Duties
The primary purpose of this position is to serve as a Management Analyst for the Fixer organization. Incumbent is responsible for performing studies involving quantitative and qualitative data analysis of all shops under the assigned Fixer organization. Incumbent provides analysis of current operations, identification of problem areas, and recommendation for improvement within the Fixer organization. Position requires extensive knowledge of all Depot Repair Enhancement Program (DREP) business processes.
Plan, organize, analyze, and manage productivity programs and resources that impact industrial/facility functions and activities.
Plan, organize, and oversee the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs.
Participate in special logistics related operation projects and initiatives and performs special assignments.
Represent the organization with a variety of installation and functional area organizations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
GENERAL EXPERIENCE: Applicants must have at least 3 years of progressively responsible experience, 1 year of which was equivalent to the next lower broadband NH-02, equivalent to the next lower grade GS-4, or equivalent in other pay systems. Generalized experience is experience in the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: The successful completion of a 4-year course study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. General experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a post-high school education may be used to qualify applicants for the NH-02 level. NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
2. Knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
3. Knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.
5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.
6. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
