This position is located in the Facility Management Division to provide service to a network of parks within a NPS region. The number of parks and geographic area complexity may vary dependent upon location. The historical, cultural, natural, and archeological diversity of park assets requires the application of a high level of knowledge and experience in asset management operations.
Duties
As a Facility Management Systems Specialist (Network), GS-1601-11, with the National Park Service (NPS), your duties will include, but are not limited to:
Support management in complying with core responsibilities of Director's Order #80 Real Property Asset Management, departmental Asset Management Plan, and Executive Order #13327 Federal Real Property Asset management.
Provides technical support for all activities involved in asset management work associated with the Facility Management Software System (FMSS), the Facility Condition Assessment System (FCAS), and the Cost Estimating Software System (CESS), PMIS, and to participate in the formulation and execution of long-range strategies and 5-year plans for facility management for the park.
Serves as the point of contact for network parks for the FMSS program including, but not limited to asset identification and inventory including attached equipment/features, condition assessment, cost estimating, work order generation, and life cycle information.
Works with park staff in developing facility projects in the Project Management Information System (PMIS). Coordinates project FMSS work orders and estimates for park facility projects such as Cyclic, Recreation Fee, Repair/Rehabilitation, Housing, Concessions, Environmental Management, Transportation, and Line-Item Construction funded projects. Reviews Park prepared facility PMIS projects to ensure data fields are aligned and accurate information presented, such as beginning and ending Facility Condition Index, work order types, etc.
Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: Have one year of specialized experience equivalent to GS-9 level in the Federal service (obtained in either the public or private sectors) providing technical support for asset management work related to Facility Management Software Systems (FMSS) and Cost Estimating Software System (CESS) or a similar program which includes: providing support for a maintenance program for a park, recreational area, or similar facility; asset identification and inventory including attached equipment/features, condition assessment, cost estimating, work order generation and life cycle information; preparing and presenting reports to management from facility maintenance databases for operational, fiscal and planning purposes; participating in the formulation and execution of long range strategies for facility management. You must include hours per week worked.

EDUCATION: Have successful completion of a master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL. B or J.D. if related. IMPORTANT - PLEASE NOTE: If you are using education to qualify you must document your course work and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are qualifying based on education and you do not submit specific course work information as described previously, your application will be rated not qualified for consideration. (A copy of your official transcripts will be required before entrance on duty, if selected). You must include transcripts.

COMBINATION: Have successful completion of a combination of education and experience as described above. The total must equal at least 100 percent to qualify. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.) You must include transcripts.

You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
