The Program Specialist serves as the Portfolio Manager for multiple assigned programs and projects for the Veterans Health Administration. Incumbent is a member of a multi-professional team who works with senior project managers and subject matter experts creating, implementing and managing multiple healthcare related, VHA wide programs and projects including innovations.

Duties

Major Duties:
This position serves as the OHT project specialist for several assigned projects within the operating plan, working directly with assigned program office leads and other project managers as an advisor to their responsible teams, providing valuable consultative services, as well as assisting in the planning, development, implementation, coordination and evaluation of milestones for the Operating Plan.
This includes development and ongoing review of project scope and schedules, including project guidelines, requirements and deliverables; and active, independent problem solving, including requirement refinement, corrective action and plan modification.
Serves as the primary day-to-day liaison between OHT and assigned program office work teams.
The incumbent is responsible for maintaining accurate and current mechanisms to monitor the status of implementation objectives, and achievement of agreed upon actions, identified potential areas of deficiencies that are counter-productive to the delivery of quality health care delivery services.
The incumbent briefs operating plan leads and leadership of OHT on all aspects of assigned projects; provides guidance for interim, phase, milestone, and final project reviews; identifies project documentation requirements and procedures; and supports development and implementation of product release plans.
Obtains business and information technology sponsor approvals and coordinates the resources necessary to successfully complete projects. S/he oversees project schedules and timelines, change control procedures, resource estimation and management and project maintenance procedures.
Work Schedule: Required to work Monday through Friday, 7:30 am to 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-13 Specialized Experience: You must possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Program Specialist, GS-13 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-12 level in Federal service to qualify at the GS-13. In order to meet the minimum qualifications for this position, you must meet 2/3 of the following examples of specialized experience:
1) Provide guidance to stakeholders during all phases of portfolio, program, or project lifecycle.
2) Apply knowledge of agency policies and procedures and organizational/functional structure to recommend improvement
3) Provides technical consultation and editorial review of proposals, papers, manuals, and other materials as needed.
Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.

Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
