You will serve as a Special Projects (Restoration/Modernization and Demolition) Program Manager in the Facilities and Environmental Directorate of Commander, Navy Installations Command (CNIC). This position may be filled remotely at any of the locations shown.

Duties

You will coordinate Restoration/Modernization and Demolition program efforts with Navy Regions and personnel from other Navy activities. You will brief customers and managers on Infrastructure Investments program status or updates. You will identify program risks, problems, issues, and concerns to formulate mitigation plans or corrective strategies. You will recommend strategic improvements to Restoration/Modernization and Demolition program business processes.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrate expertise in shore facility management and infrastructure programs with the DoD, to include knowledge of planning, design, construction, alteration, inspection, repair, and maintenance of facilities and a working knowledge of DoD organization, policies, regulations, and guidance 2) Demonstrate expertise in developing agency policy guidance, decision support, and training guidance on Infrastructure Investments programs; 3) Demonstrate the ability to work complex technical issues, develop recommendations, overcome challenges, communicate change, and implement recommendations; 4) Demonstrate ability to work in a team, lead a team of subject matter experts, seek common understanding, and communicate common goals and 5)Demonstrate ability to plan, program, and justify project funding requests through all levels of review in the chain of command up to and including Congress.
