The following are the duties of this position at the full working level.
Responds to current and future needs of the TA community, implementing automation support for requirements, tools, reports, and enhancements to support IRS hiring and operational needs. Based on user needs, recommends, and initiates system changes and/or coordinates user-initiated design, redesign or enhancements of current TA automated tools.
Chairs meetings with stakeholders to ensure appropriate interests are represented, functional requirements are included in program/projects analyses and designs, business practices are addressed and/or redesigned and that stakeholder feedback is incorporated into program/project plans and execution. Duties require extensive coordination and collaboration among counterparts across IRS, Treasury and OPM.
Performs fact-finding, research, and analysis necessary to determine the nature and scope of new requirements or changes to be developed. Ensures suggestion do not conflict with current policy, guidance and law and seeks updates and changes, as necessary. Prepares, defends and completes associated research and training documentation. Coordinates/interfaces and resolves associated implementation issues both internal and external to the agency.
Observes and evaluates systems performance. Coordinates with TA staff and external stakeholders to resolve problems. Serves as technical expert to resolve systems functionality, to include trouble shooting errors that have no manuals or guides for resolution and elevating to OPM and tracking resolution, when needed. Initiates actions to correct errors and inadequacies. Compiles status reports of assigned projects.
Develops detailed project plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes throughout the life cycle of the programs/projects. Works with project team members, functional specialist, and stakeholders to ensure program/project directions and schedules are accomplished in a timely manner. Convenes regular information planning sessions, maintain productive interaction with all stakeholders on the status and progress of work accomplished to date, monitors work in progress and reviews completed work of other team members to ensure all deadlines and priorities are met. Plans, oversees, and monitors results of testing of the system. Develops transition plans for new/revised automated solutions and monitors/reports progress.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-12, but if the position has career progression to GS-13, then you may move from a GS-12 to a GS-13 in as little as a year.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-12 LEVEL: GS-12 QUALIFICATIONS: To be minimally qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the next lower level (GS-11) in the normal line of progression. Specialized experience includes applying a wide range of HR laws, principles, practices, techniques, and regulations applicable to a staffing/recruitment and/or classification program to design HR processes to meet business requirements and provide authoritative consultation to leadership. Experience utilizing an automated applicant management system (e.g., CareerConnector, USA Staffing) to provide comprehensive automated staffing and placement services; participating on a team to review and improve automated staffing systems and using system functionality to develop alternative staffing solutions to streamline and/or improve processes; participating in HR studies, workgroups, and projects/ programs utilizing analytical and evaluative methods and techniques, both qualitative and quantitative, HR principles, concepts, and practices in order to define problems, identify relationships, evaluate and determine quality, assess impacts, and arrive at conclusions. Experience with communication techniques to communicate effectively both orally and in writing with diverse internal and external audiences and present recommendations and technical information to management, functional clients, and stakeholders.
GS-13 QUALIFICATIONS: To be minimally qualified for this position at the GS-13 level, you must have at least one year of specialized experience equivalent to the next lower level (GS-12) in the normal line of progression. Specialized experience includes applying a wide range of advanced HR laws, principles, practices, techniques, and regulations to design and implement HR solutions. Experience with business process reengineering concepts, HR information systems concepts and methods, and consultative skills sufficient to serve on a business reengineering team involved in developing strategic plans for the enhancement, development, delivery, and maintenance of large-scale HR information systems pertaining to hiring operations. Knowledge of business transformation, and other disciplines supporting business enterprise management; participating on a team to review and improve automated staffing systems and using system functionality to develop alternative staffing solutions to streamline and/or improve processes; participating in HR studies, workgroups, and projects/ programs utilizing analytical and evaluative methods and techniques, both qualitative and quantitative, HR principles, concepts, and practices in order to define problems, identify relationships, evaluate and determine quality, assess impacts, and arrive at conclusions. Experience with communication techniques to communicate effectively both orally and in writing with diverse internal and external audiences and present recommendations and technical information to management, functional clients, and stakeholders.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
