You will serve as a FINANCIAL MANAGEMENT ANALYST in the RESOURCE MANAGEMENT OFFICE (N8) of COMNAVREGSW SDIEGO.
Duties
You will advise financial management staff on the application of funding policy and regulatory requirements.
You will be responsible for Upward Obligation Package Development, and routing for Upward Obligation approval and funding.
You will be responsible for understand and interpret Within-Scope and Out of Scope Changes and ensure all supporting documentation is complete before submitting requests in the UPOB Solutions tool.
You will be responsible for routing Memorandum of Agreements, Memorandum of Understanding, and General Terms and Conditions for review and revision, verifying administrative formatting, tracking status, and routing complete packages for Signature.
You will explain financial laws, regulations, policies, standards, or procedures to managers, personnel, or customers.
Requirements
- This is a bargaining unit position.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- Must be determined suitable for federal employment.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
For GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing guidance to management on budget submissions and executions; 2) Allocating funds based on budget estimates; 3) Providing advice on status of receipts; obligations and expenditures of funds; 4) Generating standard reports regarding financial management documents (e.g. invoices, reports, and travel orders); 5) Evaluating financial auditing requirements and establishing/maintaining appropriate internal controls to meet auditing standards; 6) Developing recommendations for improvements to financial execution processes and internal controls. Specialized experience must demonstrate the following: 1) Providing guidance to management on budget submissions and executions; 2) Allocating funds based on budget estimates; 3) Providing advice on status of receipts; obligations and expenditures of funds; 4) Generating standard reports regarding financial management documents (e.g. invoices, reports, and travel orders; 5) Assisting with evaluating financial auditing requirements and monitoring appropriate internal controls to ensure auditing standards are met; and 6) Assisting with the development of recommendations for improvements to financial execution processes and internal controls.
