You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Regional Comptroller Office of COMNAVREGSW SDIEGO.

Duties

You will possess expert knowledge of accounting systems, policies and procedures in performing the examination, verification and maintenance of accounts and accounting data. You will perform in-depth analysis of accounts payable issues involving substantial corrective actions and/or complicated adjustments and resolves issues including assessing unusual circumstances or conditions. You will analyze budgetary and proprietary account balances and reconciling them to the trial balance or financial statement account balances and identifying abnormal balances. You will be responsible for a full range of advisory and analytical services, including internal control testing; detecting abnormal balances and deficiencies. You will ensure that Command complies with the Prompt Payment Act, and will minimize interest payments and penalties.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Extracts large amounts of data from multiple financial and non-financial sources, provides a variety of accounting and financial statements, financial projections, available funds projections, and other required data to management operational decision making; 2) Analyzes the need and method for requesting additional customer funds and determine whether funds are sufficient to support customer requirements; 3) Researches, interprets, analyzes and applies regulations, policies, procedures and legal decisions to work and/or resolve complex financial issues/problems; 4) Liaisons activities between Contract Vendor Pay invoice certification and Defense Financial Accounting Service; and 5) Responds to questions and audit reports and/or findings from the Naval Audit Service, General Accountability Office (GAO), Inspector General auditors and audit taskers and questions.
