The Supervisory Program Specialist (Director, Program Control) is located in the Program Management Pillar for the Electronic Health Record Modernization- Integration Office (EHRM-IO) within the Office of the Deputy Secretary of VA (DEPSECVA), where the incumbent will be responsible for directing the planning, development, implementation, and enforcement of new policies, procedures, and program initiatives that comply with VA and EHRM strategic goals through subordinate staff.

Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.
Major Duties:
Plans the work to be accomplished by the unit, assigns work to employees, and established production or quality standards for the unit's work.
Establishes and communicates guidelines and performance requirements to employees; conducts formal performance reviews; and identifies and provides for the development and training needs of employees.
Develops a division level quality improvement plan to include, developing operating or tactical plans, formulation of and monitoring strategic goals, objectives, and making necessary adjustments to the plans in a very dynamic environment.
Provides oversight and project management for Program Control Division's operations, monitors program effectiveness, and ensures that programs function efficiently, cost-effectively, and in compliance with appropriate regulations and laws.
Leads, facilitates, or participates in meetings, conferences and discussions.
Supervises studies, reviews, and surveys to assure operating programs are authorized and cost effective.
Develops and monitors multi-year budgets and plans for major projects and programs within the organization's program management office.
Facilitates and/or leads information and knowledge management projects or initiatives with an eye to ensuring that strategic organizational goals and objectives are met.
Uses various highly complex analytical techniques to develop costing methods and factors for estimating, validating, or projecting the cost of various programs; to include cost-estimating relationships.
Serves as the team facilitator and coordinates and approves results of project studies that typically involve sensitive or controversial matters or complex issues that cut across different areas of the organization.
Develops operational policies, issuances, and directives and coordinates the identification, analysis, and issuance of policies with managers and top-level officials.
Approves the work of subordinate staff and contract staff and approve the evaluations of contractor deliverables for the ability to perform the contract in cases involving large, highly complex procurements and acquisition programs services.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Selective Placement Factor: Do you have at least one year (52 weeks) of experience in program management, contractual management, and financial management as a senior executive leader, i.e. complex acquisitions managing multiple contracts, IT acquisitions / integrations, managing financial obligations at least $500M per year.) program?
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience as director and first level supervisor responsible for directing the planning, development, implementation, and enforcement of new policies, procedures, program initiative, and strategic goals of a large complex company or organization. Oversight of program control programs, processes, and methodologies; information technology, acquisition, budget, scheduling, contracting and management and program analysis to serve as a technical authority with responsibility to integrate functions managed.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary. There are no special physical demands for this position.
