This position serves as an Engineering Technician for Engineering under the general supervision of a Supervisory General Engineer. The incumbent will provide technical support to all construction management and facilities record document activities. This will include performing the duties of a COR on construction projects, managing the facility record document program, evaluating and tracking project requests, acting as a liaison for in house construction, and assisting Engineering Leadership.
Duties
Major duties include but are not limited to:
Works economically and efficiently to make the best use of personnel, equipment, and materials.
Uses his/her own judgement and initiative in completing assignments.
Acts as a Contracting Officer Representative (COR) for construction projects, typically each individual project will range below $100,000, but may exceed this in value and complexity depending on group workload requirements.
Manages, administers, and ensures drafting guidelines and the adherence to appropriate drafting practices by all Medical Center staff engineers and the Architect-Engineer design teams for awarded contracts.
Participates in engineering surveys, initiates, formulates and prepares drafted Construction Documents (project plans) & Specifications for proposed design and construction projects as directed by Engineering Leadership.
Prepares plans and blueprints in quantities required for specific purposes, working with Engineering Leadership to obtain concurrence before reproducing and distributing to the appropriate personnel which may include coworkers, Facility Leadership, VISN, VACO, outside inspectors, and contract A/Es.
Utilizes drafting program software to maintain facility AS Built plans and electronic files during the construction phase of Architect-Engineering designs Major, Minor or NRM construction projects, or significant maintenance/in-house modifications.
Compiles data from a variety of sources and field measures in order to accurately digitize changes to the existing floor plans.
Maintains all facility As-Built Drawings and Construction Document drawings in a logical systematic manner consisting of numerical identification and stored chronologically and by project.
Ensures that Building Service Equipment Inventory is updated, data is entered, and Preventative Maintenance schedules are initiated.
Audits and maintains project folders and project database for completeness and notifies Engineering Leadership of required updates.
Performs scheduling and layout of operations, and inspection and surveillance of materials, methods, and equipment used in construction.
Consults with facility personnel to resolve difficult and complex unforeseen problems and latent conditions developing during construction.
Participates in special projects such as committees, preparing policies, and standard operating procedures.
Completes appropriate scoping and estimating portions of the project requests and prepares for submission for higher level approval.
May be required to work outside normal tour of duty.
Perform other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirements: An IOR is a basic requirement that must be met to qualify for entry into this occupational series for positions at the GS-04 grade level and above, and it is something that cannot be waived. In addition to the education and/or specialized experience below, applicants must meet the IOR for this position which is:
Experience as an Engineering aid or technician or surveying technician performing work directly related to construction.
Experience as a Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements.
Experience as a Supervisor of craftsperson, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive, rigorous, practical knowledge of, and skill in applying, technical engineering methods, techniques, procedures, and/or practices related to the test and evaluation of items, systems, and equipment. Intensive knowledge of engineering concepts, principles, and methods applicable to varied and complex problems, projects, or studies that may include diverse engineering principals (civil, mechanical, electrical, fire protection, and environmental) and evaluation of existing conditions. Ability to modify standard practices, adapt precedents, and make significant departures from existing approaches and techniques. Knowledge of applicable environment statues and regulations. Extensive knowledge of drafting techniques, standards and systems and a good understanding of file organization. Ability to ensure designs fit field conditions and comply with performance based contract requirements; and use a variety of contracting processes to provide oversight for construction, architecture, and engineering contracts
Driver's License Requirement: The incumbent must have a current, valid driver's license.
Preferred Experience: Experience with projects involving horizontal and vertical construction using plans and specifications, developing and reviewing construction cost estimates, preparing schedules for project assignments, and developing plans and sketches using drafting software.

Physical Requirements: The majority of the work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling my motor vehicle. Work will involve access to the building crawlspace, above ceilings, in piping chases, and roofs. This will require crawling and climbing ladders.
Work Environment: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. There may be occasional exposure to moderate risks or discomforts in storage areas, hazardous waste sites, in crawl spaces, above ceilings, or outside in unconditioned areas.
