The incumbent works under the general supervision of a Supervisory General Engineer. The Construction Control Inspector is responsible for providing technical support to all construction management and facilities record document activities. This will include performing the duties of a COR on construction projects, managing the facility record document program, acting as a liaison for in house construction, and assisting Engineering Leadership as explained in the below sections.

Duties

Construction Administration Work The incumbent works under the general supervision of a Supervisory General Engineer. Works economically and efficiently to make the best use of personnel, equipment, and materials. The Incumbent has considerable latitude in work assignments and uses his/her own judgement and initiative in completing assignments. Incumbent acts as a Contracting Officer Representative for construction projects, typically each individual project will range below $100,000, but may exceed this in value and complexity depending on group workload requirements. Contracting Officer Representative (COR) duties and responsibilities include: Performing scheduling, layout of operations, field measurements, and inspection and surveillance of materials, methods, and equipment used in construction. Planning specific objectives for the program, including required innovations and improvisations. Preparing detailed cost estimates for use in obtaining project funding and bid evaluation. Preparing correspondence, technical reports, estimates, fact sheets, status reports and schedules as required to complete project assignments. Consulting with contractor personnel to resolve difficult and complex unforeseen problems and latent conditions developing during construction. Preparing sketches, drawings, and specifications to solve problems and incorporating these change documents into the contract performance documents. Facility Database and Building Documents Manager This position manages, administers, and ensures drafting guidelines and the adherence to appropriate drafting practices by all Medical Center staff engineers and the Architect-Engineer design teams for awarded design contracts. Participates in engineering surveys, initiates, formulates and prepares drafted Construction Documents (project plans) & Specifications for proposed design and construction projects as directed by Engineering Leadership. Prepares plans and blueprints in quantities required for specific purposes, working with Engineering Leadership to obtain concurrence before reproducing and distributing to the appropriate personnel which may include coworkers, Facility Leadership, VISN, VACO, outside inspectors, and contract A/Es. Utilizes drafting program software to maintain facility As Built plans and electronic files during the construction phase of Architect-Engineering designs Major, Minor or NRM construction projects, or significant maintenance/in-house modifications. Compiles data from a variety of sources and field measures in order to accurately digitize changes to the existing floor plans. Converts data holdings by digitizing/scanning existing drawings, aerial photographs and maps. Sets forth alternatives, weighs cost and benefits and makes recommendations for software and/or facility equipment requests, replacement or new purchase, that impact electronic drawings and drawing reproduction. In House Construction Liaison Manages in house construction projects performed by maintenance and crew personnel. Performs scheduling and layout of operations, and inspection and surveillance of materials, methods, and equipment used in construction. Coordinates with hospital services for room use, access, permitting, moves, etc. Prepares correspondence, technical reports, estimates fact sheets, status reports and schedules as required to complete project assignments. Consults with facility personnel to resolve difficult and complex unforeseen problems and latent conditions developing during construction. Prepares sketches or changes drawings and specifications solving the problem and incorporates these change documents into the contract performance documents. Reviews and evaluates shop drawings, samples and material certifications. Orders necessary materials to accomplish this work. Engineering Support This position creates drawings, graphics, and miscellaneous displays to support Engineering Leadership in presentation to Facility Leadership. Completes reports and gathers data factfinding or root cause analysis. Participates in special projects such as committees, preparing policies, and standard operating procedures. Acts as an alternate for other Engineering Technician. Occasionally, acts as an alternate COR for other COR's projects on an ad hoc basis. Evaluates and tracks incoming project requests from different hospital services. Completes appropriate scoping and estimating portions of the project requests and prepares for submission for higher level approval. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. There is no educational substitution for the GS-11 level. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
