Duties
Review largest, most complex, and highest dollar value innovative and/or special interest procurement actions.
Demonstrates expert knowledge of contracting methods, concepts, governing regulations, principles, practices, policies, laws, precedents, and guidelines governing the Procurement process
such as the Federal Acquisition Regulation (FAR), DFAR, DLAD, DAG guidance.
Determines compliance with procurement statutes/regulatory guidance, business practices and policies on sound and effective decisions to avoid mission impairment.

Qualifications
To qualify for a Procurement Analyst, your resume must support:
- Basic Contracting Requirement: A) A baccalaureate degree form an accredited education institution authorized to grand baccalaureate degrees OR B) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority toward or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirement of A above.
- Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cutoff/closing date of the announcement. Creditable specialized experience includes:
- Using contracting laws, regulations, and policies, including techniques of contracting operations, and detailed procedures of contracting/procurement requirements to analyze and evaluate application of policies, procedures, and techniques.
- Understanding a wide range of work methods and processes, data management operation procedures, and associated administrative operations impacting the procurement process.
- Building process interrelationships, process performance critical data and performance metrics, which pertain to the Procurement process.
- Applying and adapting analytical techniques and evaluation criteria to investigate, analyze and evaluate the effectiveness and efficiency of activities within the procurement process area.
- Identifying risk, developing and implement corrective actions for complex contracting actions and processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
