The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO's three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements: Experience as a leader of organizational change who has brought disparate teams together and achieved a common goal. Superior knowledge of the Federal Government, IC, or ODNI budgetary process, personnel regulations, contract regulations, and resource allocation policies and procedures. Expert knowledge of the ODNI's or the IC's information technology infrastructure including operating systems, major application systems, and network architecture. Expert knowledge of the ODNI's or the IC's information technology security environment, business requirements, and risks. Superior program management, analytical, and critical thinking skills, including the superior ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives. Superior ability to balance responsibilities among project activities; ability to manage transitions effectively from task to task, adapting to varying customer needs. Excellent oral and written communication skills, including the ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization. Experience working with senior official counterparts from other organizations to find and advance common goals. Desired Requirements: Advanced (Level III) CIA, PMI, or Defense Acquisition University Program Management Certification or Senior-Level FAC-P/Program Management Certification. Certified Agile Project Management Certification. Familiarity with the CI and Security community and associated IT system needs. Eight or more years of IT/software development program management experience.
