The Office of the Inspector General of the Intelligence Community (IC IG) was established within the Office of the Director of National Intelligence (ODNI) by the Intelligence Authorization Act for Fiscal Year 2010. The IC IG's organizational divisions include Audit, Investigations, Inspections and Evaluations, Mission Support Division, the Center for Protected Disclosures, and Counsel to the Inspector General.
Duties
In support of its mission, the I&E Division conducts oversight of programs and activities within the Director of National Intelligence's (DNI) responsibility and authority, including systematic and independent inspections, evaluations, and special reviews of ODNI components and Intelligence Community (IC) elements. The I&E Division operates in accordance with the Council of Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation, which provide flexibility to develop tailored approaches for determining efficiency, effectiveness, impact, and sustainability of agency operations, programs, or policies. The I&E Division issues reports that are factual and contain evidence-based findings that are timely, credible, and useful for ODNI and IC managers and other stakeholders. Conclusions drawn from findings generate recommendations for decision-makers to streamline operations, reduce unnecessary regulations, improve customer service, and minimize inefficient and ineffective procedures. They also improve the performance and integration of the ODNI and the broader IC. The I&E Division's multidisciplinary staff typically analyze information; measure performance; determine compliance with applicable law, regulation, and/or policy; identify savings and funds put to better use; share best practices or promising approaches; and assess allegations of fraud, waste, abuse, and mismanagement.
Lead and/or support:
Comprehensive, multi-disciplinary inspections, evaluations, and special reviews of ODNI Directorates, Components, or Offices, and IC element programs and other activities in accordance with the CIGIE standards, and IC IG and I&E Division processes.
Project execution to include the development of project plans, objectives, methodologies, and the maintenance of project schedules.
A team through the conduct of project interviews, defining data collection requirements, and synthesis of information to develop findings, conclusions, and recommendations.
The development of written products to include ensuring all written products, including inspection, evaluation special review reports, memoranda to management, and other documents comply with the CIGIE standards, and IC IG and I&E Division processes.
The development and presentation of oral briefings for senior ODNI and IC leadership regarding findings, conclusions and recommendations, and the status of complex inspections, evaluations, or special reviews.
Monitor and assess the progress of corrective actions taken by senior ODNI and IC leadership in response to recommendations, and facilitate the closure of recommendations.
Contribute to the effective conduct of IC IG and I&E Division operations, including identifying work process improvements and efficiencies, collaborating with ODNI and IC stakeholders, communicating within project teams, and providing input to IC IG and I&E Division products, including the annual work plan, ODNI and IC Management Challenges, and Semiannual report to the DNI and Congress.
Engage with IC Office of Inspectors General (OIGs) by identifying, planning and supporting collaborative work, and with OIGs across the federal government to maintain awareness of best business practices and current initiatives.
Requirements

- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.

Minimum Qualifications:
Experience: Applicant must have demonstrated the required competencies at the GS-15 level in one or more of the following subject matter areas or related fields: intelligence analysis and/or production; collection management and/or related activities; counter-proliferation; Science and Technology; IC-focused acquisition, or any related intelligence discipline/function.
