The incumbent in this position serves as a Training Technician at the Professional Development Center. The incumbent works closely with the Training Specialist and Education Specialist to ensure accomplishment of education, training or career development programs for Plant Protection and Quarantine, Animal and Plant Health Inspection Service, Department of Homeland Security (DHS) employees, and/or other stakeholders (i.e., federal, military, state cooperators, private sector personnel, etc.).
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Prepare and finalize all administrative documents to include participant memorandums, training schedules, course syllabi, name tags, course evaluations, training certificates, etc.
Serve as primary technical support provider with emphasis on learning management systems and authoring tools and their uses to enhance course content delivery.
Construct data collection instruments. Gather, review, tabulate, and summarize data collected from various evaluation instruments to formulate recommendations for improving training.
Organize logistics for training delivery, including cost estimates, scheduling, travel, lodging, training location, instructional materials, and supplies.
Maintains inventory and requisitions materials for courses. Purchase training materials.
Use current technologies in instructions and trends in online learning practices for the production and delivery of courses.
Develop templates for informational reports and letters as well as various other kinds of correspondence and forms.
Provide assistance to training participants on various issues when called upon; inform and advise the participants on relevant matters.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-6 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-5 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Applying distance learning concepts and technologies to provide support for synchronous or asynchronous instruction.
Retrieving learning management system data to generate reports.
Managing multiple calendars to schedule meetings or conferences.
Proofreading correspondence and reports to ensure conformance with standards or manuals.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
