The positions are located in the Human Resources Division, Office of the Executive Director (A/PRI/EX/HRD), in the U.S. Department of State. As a Lead Human Resources (HR) Specialist (Recruitment & Placement), you will provide a full range of services that involve developing and improving the strategic management of their human capital and providing technical expertise, advice and guidance in the areas of staffing and recruitment, compensation and HR policy development and administration.
Duties
Ensures that the organization strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, products, and services.
Directs, develops and plans recruitment and staffing, compensation, workforce analysis and human capital management studies and reviews that are designed to enhance such programs and services in the serviced organizations.
Conducts Delegated Examining Unit (DEU) reviews as well as coordinates with DEU auditors on materials needed and post audit responses.
Carries out external recruitment duties by developing multiple recruitment strategies that utilize such sources as veteran readjustment, reinstatement and direct hire appointment authorities.
Serves as staff level advisor to program managers and A/HRD staff in providing expert technical advice and
assistance on all HR issues and problems with a focus on the human capital management, staffing, recruitment
and compensation program areas.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience working with hiring managers to develop a recruitment strategy that will attract a highly qualified diverse applicant pool that meets the needs of the organization.
Experience analyzing and resolving complex recruitment and staffing problems.
Experience developing recommendations for changes to organization procedures and policies.
Experience conducting Delegated Examining Unit (DEU) quality reviews as outlined by OPM such as the OPM Delegated Examining Operations Handbook, and the Interagency Delegated Examining Agreement to accountability and internal controls reviews
There is no substitute of education for specialized experience for the GS-14 position.
