This position assists with the development, management, training, and evaluation of VHA homeless programs, in addition to assisting and consulting with VA Medical Center (VAMC), Veterans Integrated Service Networks (VISN) leadership and homeless program staff nationwide on the use and application of the VA electronic health record (EHR), and related tools and capabilities to monitor and assess program performance.
Duties

Develops comprehensive technical assistance to promote accurate documentation in EHR to improve data integrity.
Assists clinical business end-users in reengineering business processes for clinical efficiency and documentation.
Assists in the development of data-collection systems and reports related to patient care, utilizing data from the Homeless Veteran Register, HOMES, VA EHR, patient data records and community datasets to track effectivess and efficieny of homeless programs service and enhance performance management tracking tools.
Incumbent proposes, formulates, and provides technical assistance to support the implementation of new or reviewed major administrative and clinical policies and directives for clinical software.
Reviews and makes recommendations around directives, policies and best practices to operationalize requirements for clinical staff and program managers.
Provides relevant clinical and/or administrative data to identify, quantify, and resolve barriers to service delivery.
Conducts routine validation of reports and systems to ensure accuracy and optimum performance; utilizes databases and registries; formulates tools to support patient care and ensure quality management and clinical oversight; and effectively and efficiently manages multiple competing priorities.
Identifies end-user educational requirements and training needs; develops educational programs, instructional materials, and appropriate tools to education end users and support staff at all levels of the organization, in addition to training other to deliver educational programs.
Proposes, formulates, and provides technical assistance to support the implementation of new or revised major administrative and clinical policies and directives for clinical software under the direction of Business Intelligence.
Serves as the HPO knowledge expert for the EHR and associated clinical software, and in this capacity, provides end users and VAMC staff with consultative support and education.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Individual Occupational Requirement (IOR): If basing all or part of qualification on education, transcripts are require with the application and unofficial transcripts are acceptable.
IOR Education: Degree in behavioral or social science; or related disciplines appropriate to the position; OR
IOR Combination of Education and Experience: Four years of education & experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major inthe field; OR
IOR Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
AND
Specialized Experience Requirement: Do you possess one year of specialized experience equivalent to at least GS12 in Federal Service that includes the following specialized experience examples? In order to meet the minimum qualifications for this position, you must meet 5 of 7 of the following examples of specialized experience.
applying a wide range of advanced practices, theories, and emerging information in health care delivery practices,
procedures, policies, standards of care in a clinical environment
troubleshoot functionality issues and provide recommendations for solutions, and to ensure quality management of clinical operations
guide and ensure the success of multidisciplinary teams and to manage informatics-related projects
communication both orally and in a variety of written media to internal and external end users
consults with the supervisor on potentially controversial findings, issues, and problems with widespread impact
prepare policies, procedures, memoranda and training materials, charts, graphs and other briefing materials

Expertise on VA homeless program data, platforms, and systems, and demonstrated
Experience with homeless program content in the new electronic health record
Developing technical assistance related to documenting complex clinical information and utilizing homeless program reports.

Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials. The incumbent will utilize a computer for prolonged periods of time.
