This position assists with the development, management, training, and evaluation of VHA homeless programs, in addition to assisting and consulting with VA Medical Center (VAMC), Veterans Integrated Service Networks (VISN) leadership and homeless program staff nationwide on the use and application of the VA electronic health record (EHR), and related tools and capabilities to monitor and assess program performance.

Duties

Develops comprehensive technical assistance to promote accurate documentation in EHR to improve data integrity. Assists clinical business end-users in reengineering business processes for clinical efficiency and documentation. Assists in the development of data-collection systems and reports related to patient care, utilizing data from the Homeless Veteran Register, HOMES, VA EHR, patient data records and community datasets to track effectivess and efficieny of homeless programs service and enhance performance management tracking tools. Incumbent proposes, formulates, and provides technical assistance to support the implementation of new or reviewed major administrative and clinical policies and directives for clinical software. Reviews and makes recommendations around directives, policies and best practices to operationalize requirements for clinical staff and program managers. Provides relevant clinical and/or administrative data to identify, quantify, and resolve barriers to service delivery. Conducts routine validation of reports and systems to ensure accuracy and optimum performance; utilizes databases and registries; formulates tools to support patient care and ensure quality management and clinical oversight; and effectively and efficiently manages multiple competing priorities. Identifies end-user educational requirements and training needs; develops educational programs, instructional materials, and appropriate tools to education end users and support staff at all levels of the organization, in addition to training other to deliver educational programs. Proposes, formulates, and provides technical assistance to support the implementation of new or revised major administrative and clinical policies and directives for clinical software under the direction of Business Intelligence. Serves as the HPO knowledge expert for the EHR and associated clinical software, and in this capacity, provides end users and VAMC staff with consultative support and education. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
