You will serve as a in the SUPERVISORY PROGRAM ANALYST (MANPOWER) of MARINE FORCES PACIFIC.

Duties

You will oversee the program management of MARFORPAC and its Major Subordinate Command’s (MSCs) civilian manpower program. You will plan and program civilian manpower requirements for the future year defense plan to include labor and non-labor resources. You will oversee the budgeting and execution of the available funds during operations of the current cycle. You will provide executive level analysis and assessments for recommendations to realign, reduce, defend, and advocate for these resources as the Commander’s, Service Headquarters, and COCOM priorities shift. You will oversee periodic reconciliations between disparate systems data such as the Programming Budgeting Information System (PBIS) and the Total Force Structure Management System (TFSMS).

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing civilian manpower program management and strategic workforce planning and processes AND experience with position management and other procedures that impact total force manpower management.
