You will serve as a FINANCIAL MANAGEMENT ANALYST in the NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.
Duties
You will develop spreadsheets to track, analyze, and report status of funds.
You will conduct financial planning and budgeting analysis for organizational programs.
You will enter budget or other financial information into a financial management system.
You will identify potential budget or financial impact of new or revised legislation or regulations on current programs or processes.
You will write budget and financial policies to support an organization's programs and activities.
You will advise managers on financial policies to facilitate compliance with federal guidelines.
You will advise customers concerning Navy Enterprise Resource Planning (N-ERP) processes, procedures, and appropriation law.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a bargaining unit position.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to possess and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require occasional overtime to meet deadlines.
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using a financial management system (e.g., Navy Enterprise Resource Planning [ERP] or similar system} to process, review, and analyze funding actions or budgetary information; 2)Extracting and compiling information from multiple sources to create financial management or budget/execution reports using various business tools and applications; 3)Analyzing financial reports to identify discrepancies and ensure compliance to budget policy and regulations; 4)Analyzing, evaluating and reviewing financial budget and execution data, and creating reports using business tools and applications, performing cost and economic analysis, monthly performance metrics and analysis to provide recommendations for process improvements and increase efficiencies;
5)Coordinating the resolution of financial problems identified during reviews, assessments or evaluations; and 6)Managing, allocating and monitoring funds execution actions in compliance with laws, regulations, and policies, with sufficient transparency and appropriate internal controls to ensure resources are effectively applied to meet organizational goals and objectives, while considering the Federal Government's fiduciary duty.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using a financial management system (e.g., Navy Enterprise Resource Planning [ERP] system, or similar system} to process, review, and analyze funding actions or budgetary information; 2) Extracting and compiling information from multiple sources to create financial management or budget/execution reports using various business tools and applications; 3) Reviewing reports for accuracy and conformance with budget policy and regulations; 4)Interpreting regulations to ensure compliance in daily duties; 5) Articulating information, reports and regulations in written or oral communication regarding findings and recommendations; and 6) Recommending the development or implementation of financial management policies, plans, or programs.

GS-12: No education substitution
GS-11: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
or
Possession of LL.M., if related
