Duties
This job opportunity is for a Supervisory Personnel Security Specialist position in the Employment and Classification Section at the National Processing Center (NPC), U.S. Bureau of the Census located in Jeffersonville, Indiana.
This position is not included in the bargaining unit.
The individual selected for this position will:
Supervise Human Resources and Security Assistants performing a variety of general administrative, technical support, and clerical duties to assist in the effective operations of Human Resources Branch (HRB);
Assist in the implementation of established security policies, practices, procedures and techniques;
Assist in the development of procedures for handling incoming FBI criminal history records, court documentation and other applicant information;
Provide customer service and communicate daily with individuals/organizations both internally and externally;
Ensure background investigations are processed and submitted via e-App to OPM within 14 days of certification.
Tour of Duty: Hours will be between the hours of 7:00am to 5:00pm, Monday through Friday. Alternate Work Schedule may be available at a later date. Alternate Work Schedule is an 80-hour biweekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off.
Telework may be available after initial stage of this position.
Qualifications
Time in Grade: In addition to specialized experience, you must meet the time in grade requirement. Current and former Federal civilian employees must have held a position at the grade 7 for at least 52 weeks in the Federal Service for promotion to the grade 9. Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as VEOA eligible which do not require time-in-grade/band.
Specialized Experience: You qualify at the GS-09 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 07 level to meet the qualification requirements in the Federal Service. Specialized experience is defined as experience that demonstrates knowledge of developing and administering a personnel security program and providing technical expertise and guidance on personnel security policies and related matters, concepts, principles, criteria, requirements, technology, and practices; Establish, develop and maintain effective working relationships and objectives with managers, supervisors, and direct reports; establishing, reviewing and revising policies, procedures, objectives, and organization design to eliminate work problems or barriers to achieve accomplishment.
Education Substitution: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related
